LIMITED ASBESTOS LEAD PRE WORK SURVEY: VISTA DETENTION FACILITY, 325 SOUTH

MELROSE DRIVE, VISTA

SUMMARY

After a request by Charles (Trip) Miller, Project Manager Department of General Services (DGS), Occupational Health Program (OHP) staff conducted a limited asbestos and lead survey at the Vista Detention Facility (VDF) located at 325 South Melrose Drive, Vista, CA 92081. The survey was requested prior to work involving replacing the intercom system, CCTV system, anti-ligature improvements, installing new computers and monitors, access control, wiring, core drilling from one floor onto the next, and a complete security backbone system overhaul involving numerous systems.

The survey was conducted on January 28, 2026.

No asbestos was detected in any of the sampled building materials. Please note that not all suspect materials were sampled, therefore this is not a comprehensive asbestos survey.

None of the tested components were identified to contain high concentrations of lead [>1.0 milligrams per square centimeter (mg/cm2)]. All other tested surfaces should be assumed to contain lead at lower concentrations.

Note: If the scope of work expands to other areas that were not tested in this survey, an additional survey must be requested if no historical data is available. Attached are historical results identifying areas where asbestos and lead are present.

This report does not provide a scope of work for any disturbance or removal of asbestos and lead materials. It summarizes findings for all sampled materials analyzed for asbestos and lead content. A separate scope of work must be developed utilizing this document from which guidance can be given regarding the disturbance of materials containing asbestos and lead.

For more detailed information, please see the DISCUSSION and CONCLUSIONS/RECOMMENDATIONS sections that follow.

002220 2 February 5, 2026

DISCUSSION

OHP conducted an asbestos and lead survey at VDF located at 325 South Melrose Drive, Vista, CA 92081. The scope of work involves a complete security system overhaul where it would require drilling into the walls to install wires for the new security system, replacing the intercom system, and replacing the flooring tiles in various deputy stations. The survey was limited and focused on building materials potentially impacted by the proposed project. The survey was performed on January 28, 2026.

Asbestos

Samples of suspect asbestos materials were collected and submitted to EMSL Analytical for asbestos analysis using polarized light microscopy (PLM). All the sampled materials tested negative [none detected (ND)] for asbestos. The sample results are provided in the Asbestos Bulk Sample attachment.

Please note: A previous limited asbestos survey was conducted at this site which identified building materials that contained asbestos. The historical data can be reviewed in the attachments.

Lead-Based Paint

Representative painted surfaces and/or building components were analyzed using a Niton XL X-Ray Fluorescence Analyzer (XRF). An XRF is a direct reading instrument that can detect lead at high concentrations and measures and expresses lead concentrations in mg/cm2. According to the Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead Based Paint Hazards in Housing, a sample containing 1.0 mg/cm2 or greater is a lead-based paint (i.e., a high concentration).

OHP analyzed various colors of paint and components from the structures. None of the components tested were identified to contain lead-based paint or “high” concentrations of lead. A comprehensive listing of the lead sampling results is attached. Note, lead could be present in lower amounts than specified in the attached results and employees must be protected accordingly per California Occupational Safety and Health Administration (Cal/OSHA) requirements. The sample results are provided in the Lead-Based Paint Samples attachment.

Please note: A previous limited lead survey was conducted at this site which identified building materials that contained lead. The historical data can be reviewed in the attachments.

CONCLUSIONS/RECOMMENDATIONS

1. DGS must inform all tenants and/or affected County personnel of the results of this survey.

Proposed future work activities that may impact materials noted in this report must be performed following regulatory requirements such as Cal/OSHA (e.g., https://www.dir.ca.gov/title8/1529.html; https://www.dir.ca.gov/title8/1532_1.html), California Environmental Protection Agency (Cal/EPA) hazardous waste disposal requirements, and other applicable ordinances or rules such as the Air Pollution Control District rule 1206. Asbestos and lead are highly regulated and many of the requirements address matters such as worker training, work practices and controls, contractor certifications, notification requirements, waste disposal etc.

2. As noted, lead materials that contain less than 1.0 mg/cm2 could have lead present in lower concentrations, therefore Cal/OSHA regulations must be followed to prevent potential employee exposure and/or property contamination.

https://www.dir.ca.gov/title8/1529.html https://www.dir.ca.gov/title8/1532_1.html)

002220 3 February 5, 2026

3. The survey was limited to only accessible materials within the scope of work as described. In addition, minimal destructive sampling methods were used to access materials. If suspect asbestos or lead materials not addressed in this report are discovered during work activities, then work should be stopped and OHP contacted for further assessment.

4. If the scope of work expands to other areas that were not tested in this survey, and there is no historical data available, then an additional survey should be requested.

5. A copy of the report must be kept on site during work activities to satisfy Air Pollution Control

District (APCD) requirements.

Asbestos Types include: Chrysotile, Amosite, Crocidolite, Actinolite, Tremolite, and Anthophyllite. The detection limit is between 1/10 to 1 percent by area and is dependent on the size of the asbestos fibers and the matrix of the sampled material. Trace - Asbestos was identified in sample; concentration less than quantitation limit of 1%.

Vinyl, foam, plastic, and fine powder samples may contain asbestos fibers of such small diameter that these fibers cannot be detected by PLM. For such samples, more sensitive analytical methods, e.g. XRD, TEM, and SEM, are recommended if greater certainty about asbestos content is required.

ND-None Detected; N/A-Not Applicable; PLM-Polarized Light Microscopy; XRD-X-Ray Diffraction; TEM-Transmission Electron Microscopy; SEM-Scanning Electron Microscopy.
