About this file

This is an Architectural and Engineering (A+E) Scope of Services document for the City of Madison, Wisconsin, detailing design services for the South District Police Station and Property & Evidence Storage Facility project located at 2120 Fish Hatchery Road in Madison. The City seeks comprehensive A+E services including pre-design and programming, schematic design, design development, construction documents, bidding phase assistance, and construction administration services for a multi-story facility that will consolidate the South District Police Station, Property and Evidence Storage, Forensics Unit, and associated vehicle storage into a single location. The project will replace existing operations scattered across multiple city locations including the City-County Building, Fairchild Building, Vehicle Impound Facility, and 1st Street Facility, as well as relocate operations from the existing South District station on Hughes Place. The facility will be co-located with Fraust Park on a 3.6-acre parcel and designed to accommodate 44 sworn officers and civilian staff in the police district operations, 8 civilian staff in property and evidence operations, and 18 sworn officers and civilian staff in forensics operations, with storage capacity for approximately 110 vehicles and expanded space for future 15-year and 25-year growth projections. The A+E contract is anticipated to take approximately six years from signing through warranty phase completion, with the preliminary estimated construction budget of $33 million excluding equipment, audio-visual systems, and contingency.

The scope of services requires the A+E to develop all design phases including equipment planning, audio-visual equipment design, security camera design coordination, site planning, landscaping, structural and MEP/FP/T systems design, construction specifications, and cost estimating. The City mandates LEED Silver minimum certification with a Net Zero by 2030 sustainability goal, requiring the design to maximize solar power integration and utilize sustainable or recyclable materials. Specific technical requirements include emergency generator systems for essential facility operations, service elevators for property conveyance, high-density mobile storage systems, specialized forensics lab spaces with evidence processing and decontamination rooms, secure holding cells, interview rooms with sound control, weapons armory, vehicle lift equipment, and electrical vehicle charging infrastructure designed for future fleet expansion. The A+E must also coordinate with City Engineering on stormwater management design, Parks Division regarding Fraust Park upgrades and the future Cannonball Bike Path, and provide preliminary park design services only through schematic design phases. The awarded A+E firm will utilize the City's cloud-based Autodesk Construction Cloud project management platform and work directly with the City Project Manager as the primary point of contact for all project matters.

PROJECT OVERVIEW

A. The scope of this project is for the provision of architectural and engineering design services including pre-design and programming, schematic design, design development, construction documents, bidding, and construction administration services, including equipment planning services and audio/visual equipment design services, for the South District Police Station and Property & Evidence Storage Facility, including site development work, located at 2120 Fish Hatchery Road in Madison, Wisconsin. The multi-story project will co-locate and combine a new South District Police Station along with a new centralized Property & Evidence Storage and Forensics Facility into one site location. The newly constructed facility will replace multiple property and evidence storage locations throughout the city, and it will replace the existing South District Police Station on Hughes Place. Existing property storage locations include the City-County Building, Fairchild Building, Vehicle Impound Facility, and 1st Street Facility.

B. The goal of the project is to consolodate services into a single site multi-story building with vehicle storage that provides a fully functional South District station and a Property Storage facility. The multi-story property storage facility will provide office space, property and evidence storage, impounded vehicle and abandoned bicycle storage, forensic services, a large vehicle processing area, and similar spaces, and safe, convenient customer access. Preliminary planning concepts appear to indicate that police car and staff parking may need to be on a below grade parking level, with vehicle impound storage and vehicle processing on the ground floor, and the district police station and property room functions with forensics spaces on the floors above.

C. Service elevators will be required for conveying stored property items.

D. An emergency generator power system will be required for the South District Police Station spaces, and for essential Property Room and Forensics equipment power needs such as refrigerators, walk-in coolers, freezers, and similar equipment including equipment alarms.

E. Provide audio/visual equipment design services including A/V plans and specifications.

F. Provide security camera design services. The cameras will be owner furnished/owner installed.

G. Provide equipment planning design services, including equipment plans and specifications and equipment schedules for new and relocated equipment, for property room equipment, forensics equipment, and vehicle shop equipment such as vehicle processing lifts, air-compressors, vehicle fluid disposal equipment, and similar equipment. The property room storage spaces will include high-density mobile storage cabinet, shelving systems, evidence lockers, and other specialty storage cabinets. Consider stacked vehicle parking lifts in the vehicle impound storage area.

H. It is desirable to provide approximately 110 vehicles in various stages of mobility for storage at the new facility, along with space and equipment for shop tool benches, vehicle lift, air compressor, shop storage cabinets and shelving, and other similar garage equipment items needed for investigating vehicles. Other additional parking for City/Police vehicles and personal staff parking will be needed.

I. Indoor vehicle impound processing and storage areas will require vertical clearances to accommodate the use of tow trucks to drop off and pick up disabled vehicles.

J. Indoor vehicle impound processing and storage areas will require floor sealer to protect the floor from vehicle fluid leaks.

K. This single contract with the A/E shall be for all design phases, bidding phase, construction administration phase and warranty administration phase. It is anticipated that the contract will take approximately six (6) years from contract signing through the end of the warranty phase. Refer to the Completion Schedule near the end of this exhibit for an estimated project timeline.

L. The construction contract shall be bid out as a Public Works contract by the City of Madison. The preliminary estimated construction budget is $33,000,000 (excluding equipment and audio-visual systems and 8% Public Works construction contingency).

M. The full design scope includes the development and preparation of programming and conceptual plans, space planning and building designs, equipment planning, plans and specifications, preparation of bid documents, assistance in the bid process, and construction administration and warranty phase administration.

1. Previously collected preliminary planning notes will be provided to the awarded A/E for informational purposes only.
