About this file

This is a Request for Proposals (RFP) Cover Page and evaluation criteria form issued by the City and County of San Francisco Human Services Agency (SFHSA) for RFP #1239 CalWORKs Learning Needs Assessments. The RFP seeks proposals from nonprofit organizations to provide learning needs assessment services to eligible participants receiving CalWORKs public assistance benefits who are engaged in employment activities or pathways. A pre-proposal conference is scheduled for November 3, 2026, at 9:00 a.m. PT via Microsoft Teams. Proposals must be submitted electronically to Colleen.Birmingham@sfgov.org and HSARFP@sfgov.org. The cover page requires respondents to provide organizational information, FEIN, annual and total amounts requested, and certifications regarding the accuracy of information and compliance with City contracting requirements. Proposal validity extends for 180 calendar days from the proposal due date.

The RFP evaluation criteria consist of minimum qualifications (including completed forms, three years of relevant experience, and nonprofit 501(c)(3) status), organizational capacity (40 points), program approach (35 points), and fiscal capacity (25 points). Organizational capacity assessment focuses on management infrastructure, administrative/financial capacity, experience with validated learning disabilities assessment tools, appropriate staffing with required credentials (Licensed Education Psychologist, Licensed Psychologist, or Credentialed School Psychologist), cultural and linguistic competencies, and key personnel assurances. Proposers must submit a detailed budget using a provided Excel spreadsheet template and demonstrate sound resource allocation, reasonable and competitive costs, and ability to leverage external resources or in-kind contributions. The City reserves the right to modify application specifics during funding negotiation, award grants for partial amounts requested, and negotiate contracts only upon written agreement signed by both parties and approval by applicable City agencies. Vendors must become certified with the City and County of San Francisco within ten days of award notification if not already certified.
