About this file
This document is Attachment S – Tie Breaking Certifications for RFP #10907, which provides guidelines for resolving bid ties among respondents through a structured preference system. The attachment outlines five specific designations that can break ties when proposals are equal in price, quality, and service: (a) Drug Free Workplace, (b) Certified Minority Business Enterprise, (c) Service Disabled Veteran's Business Enterprise, (d) Florida Business, and (e) Foreign Manufacturer with a Factory in Florida.
The tie-breaking mechanism allows businesses with specific characteristics to receive preferential treatment during the procurement process. For example, if two proposals are identical, a certified minority business enterprise or a service-disabled veteran's business enterprise would be selected over other bidders. Additionally, businesses with a principal place of business in Florida or foreign manufacturers with a Florida factory employing over 200 state workers can receive preference. Respondents can check multiple designations, and for minority and veteran business enterprises, they must disclose their net worth if selected as a tie-breaking criterion.
