B1 | Functionality
| Requirements | Bidder Response | ||||
| ID | Capability | Is this capabilty available in your system? Yes / No | Add-On Required (Yes/No) | Explanation/comments | MBTA REVIEW |
| B1-FUNC-01 | Can your system be configured to automatically detect and capture evidence of vehicles in violation of MA Chapter 363 of the Acts of 2024? Please provide a detailed explanation of the steps required to configure your system, including the necessary data or resources from the MBTA for configuration, as well as the estimated time needed for each step. | ||||
| B1-FUNC-02 | The MBTA has a variety of designs and layouts for its dedicated bus lanes (see RFP attachments MBTA Bus Lane Designs, Bus Lanes List, and Bus Lanes List). How will your system be able to automatically detect and capture evidence of vehicles in violation of Chapter 363 of the Acts of 2024 across these different bus lane implementations? | N/A | N/A | ||
| B1-FUNC-03 | What is the accuracy rate of your system when it comes to the following: |
a. Determining whether a vehicle is standing or parked in a bus lane.
b. Determining whether a vehicle is standing or parked in a bus stop.
c. Reading a vehicle’s license plate characters and identifying the issuing state.
| Please also provide a detailed description of the methodology used to determine the rates of accuracy cited for each of the use cases above, and specify whether your accuracy rates are calculated using production data from existing customers, internal test data, or another source. | N/A | N/A | ||
| B1-FUNC-04 | The RFP attachment Bus Zone Violation Thresholds depicts different scenarios where vehicles are standing or parked in a bus lane or bus stop, with different amounts of the vehicle encroaching into the enforceable bus zone. Can your system determine if a portion of a vehicle is encroaching into a bus zone? If so, how does it determine when the threshold to record a violation is met? Is the underlying logic that makes this determination configurable? Please reference the applicable scenarios from the attachment Bus Zone Violation Thresholds in your answer. | |||
| B1-FUNC-05 | The MBTA will only be able to issue tickets to vehicles that are standing or parked in its bus zones. How does your system determine when a vehicle is standing or parked, and is this logic configurable? For example, could the threshold to identify a standing or parked vehicle be defined as “no detectable vehicle movement for at least 1 second,” or as “no detectable vehicle movement for at least 5 seconds”? | |||
| B1-FUNC-06 | Is the accuracy of your VDS affected by lighting conditions, including night, low light, and direct sunlight, and in weather conditions such as rain, snow, and sleet? Please describe how, if at all, your VDS accuracy is affected by these or other external conditions that a bus would encounter during normal operations in New England. | |||
| B1-FUNC-07 | The MBTA has stations with busways that are intended only for use by authorized vehicles. The MBTA can ticket unauthorized vehicles that are standing or parked in its busways. MBTA busways are not dedicated bus lanes with paint on the road surface- visually, they are identical to surface roads. Is your VDS capable of automatically detecting standing or parked vehicles in MBTA busways? If so, would this require a different setup or configuration than automated enforcement of a dedicated bus lane, or is this functionality readily available? | |||
| B1-FUNC-08 | How does your VDS integrate with the MBTA's bus types (New Flyer models D40LF, DE60LFR, XDE40, XN40, XDE60, XE60, XE40)? What hardware is required, where do system components need to be installed, and what measures do you take to ensure that other vehicle components are not affected in any way by your system? | N/A | N/A | |
| B1-FUNC-09 | Can you provide the necessary equipment for full end-to-end communication between the VDS and the Central System? | |||
| B1-FUNC-10 | Can you integrate your VDS with existing onboard cellular or GPS equipment on MBTA buses to ensure full end-to-end communication between the VDS and the Central System? For example, could your VDS use the GPS location reported in the ITxPT format from Trapeze Transitmaster CAD/AVL units, or connect to the MBTA’s Cradlepoint routers? | |||
| B1-FUNC-11 | For cellular data transmission and GPS data location, do you prefer to integrate with existing onboard systems, or to provide your own? Please explain the reason for your preference. | N/A | N/A | |
| B1-FUNC-12 | Please list all the data in each evidence package that your VDS generates. | N/A | N/A | |
| B1-FUNC-13 | If your VDS experiences a communication failure, is there an alternative method to transfer evidence packages to the Central System, allowing for the recovery of stored evidence data? If so, please in explain in detail how this process works, where and how local data stored on the VDS is accessed (e.g. via an SD card on the front or rear of the a VDS processor box, or through a front-facing USB port), how much evidence data can be stored on the VDS and for how long, and what if any equipment and tools are needed to carry it out. | |||
| B1-FUNC-14 | Can the duration of the video clip captured by the VDS be adjusted, both at the start and end points, relative to when the VDS observes a violation? For example, if the VDS detects a violation at 2:30:00 pm, can the system be adjusted to capture an 8-second clip consisting of the 4 seconds before the violation was detected and the 4 seconds after? Can it also be configured to capture a 10-second clip, comprising the 7 seconds before the violation occurred and 3 seconds after? | |||
| B1-FUNC-15 | Does your VDS have camera(s) to capture contextual video with an adjustable frame rate? If so, please state the range of video frame rates supported, and explain any tradeoffs the MBTA should be aware of when choosing to capture contextual video evidence at a lower or higher video frame rate using your system. | |||
| B1-FUNC-16 | How does the setup and configuration of a bus route for automated enforcement work? What data is needed to configure a bus route, and how is that data collected? How long does it take from start to finish, and what, if any, overhead is required to maintain the route over time, ensuring that enforcement efficacy does not degrade? Please provide examples of the setup process for a bus route with and without a dedicated bus lane. Note that the MBTA has public GTFS and GTFS Realtime data available on its website. | N/A | N/A | |
| B1-FUNC-17 | If any of your VDS system components need to be installed on the interior of a bus, is their efficacy or accuracy negatively affected by any type of glass or windshield (for example, laminated, wrapped, ultraviolet protected)? | |||
| B1-FUNC-18 | Does your VDS provide any visual or auditory cues to indicate whether it is functioning correctly or not, such as LED lights, chimes, or beeps? If so, please describe in detail how and where it provides these cues during operations, and if and how these visual or auditory cues are configurable. | |||
| B1-FUNC-19 | What is on your roadmap of planned improvements and new features that you intend to add to your VDS or Central System? | N/A | N/A | |
| B1-FUNC-20 | Is your solution available through software resellers? If yes, indicate which reseller(s). | |||
| B1-FUNC-21 | Does your VDS need to harvest information, such as vehicle speed or other SAE protocol messages, through bus interfaces like the J1939 port or OBD-II port? If so, please describe why your system requires each interface, and how you will test to ensure physical and logical isolation of the vehicle system from the VDS. | |||
| B1-FUNC-22 | How does your system accurately determine location in areas with poor GPS signal, such as urban canyons? If your system uses wheeltick/dead reckoning, how is wheeltick calculated, and where does your system pull wheeltick information from? And if wheeltick information is inaccurate, does it affect the system’s ability to meet the requirements specified in the Scope of Work? | N/A | N/A | |
| B1-FUNC-23 | What are the operating voltage requirements for your VDS, and can it automatically switch to the appropriate input voltages? How does your VDS respond to power cycles, and how does it ensure that evidence is not lost or corrupted, and that it is uploaded to the Central System within 24 hours of observation, regardless of how and when a bus is powered on or off? If your system utilizes a backup battery, please specify its expected lifespan. | |||
| B1-FUNC-24 | What are the storage and operational temperature ranges of your VDS system? | N/A | N/A | |
