SECTION III - SCOPE OF WORK

DISTRICT 5 EROSION MITIGATION PROJECT

Request for Engineering Design Services

LUPZ Flood Control Project No. FC 26-017 DA

Prepared May 18, 2026

A. Purpose

This Scope of Work is meant to provide engineering firms with sufficient information to enable them to prepare and submit a proposal, schedule and fee for a design with engineer’s probable construction cost for the project described in this request. In return, a “Contract” will be issued to the awarded engineering firm.

B. Introduction

The Gila River Indian Community’s Department of Land Use Planning and Zoning Flood Control

Engineering (“LUPZ”) is soliciting engineering firms to provide erosion mitigation design with probable construction cost estimates to protect a single-family Residence.

C. Definitions

From this point forward, the Gila River Indian Community shall mean “Community” and reference to the Community’s lands as “Reservation”. LUPZ shall mean “LUPZ Flood Control Engineering” or “Department”. The construction firm shall mean the “Contractor”. The professional design engineering firm shall mean the “ENGINEER”. The design and construction of District 5 Erosion

Mitigation Project shall mean the “Project”.

D. Location

The Gila River Indian Community is a federally recognized Indian Tribe with a constitution and sovereign government status. The Project is located north of a local residence described as a portion of tribal property and a part of the NE ¼ corner, Section 23, T3S, R4E. See attachments for specific Project locations. The proposed infrastructure will mostly be located on tribal lands.

A portion of the design might encroach into the existing Horseshoe Road right-of-way dependent on engineering design. A disturbance limit boundary around vacant tribal land is provided to show limits of new disturbance and ensure no additional disturbance will occur during and after construction. Improvements cannot be extended beyond these limits, especially south of the residential property which is an existing allotment.

E. Project Description

An existing residential property defined as 17-D5-22 constructed under the 2017 Residential

Housing Improvement Project (“RHIP”) is being threatened by head cut erosion. See attached images. The erosion has encroached into the property from the north and endangering the home.

The property is situated along the banks of various tributaries to the Gila River. Although there are no foreseen threat from the Gila River directly, the soil has high erodibility while local sheet flow conveying towards the river is causing head cut erosion threatening the newly constructed residence.

Our Gila River Department of Transportation (“GRICDOT”) crews have infilled portions of the erosion with dirt, but no compaction or engineered armoring was conducted. The infill is a temporary measure to address safety that will wash out during upcoming rainfall events.

F. Project Team

LUPZ Flood Control Engineering is the Department Section who will manage the Project as the agent of GRIC. The selected engineering firm will report to and submit draft invoices to Seaver

Fields III, Project Coordinator with the Department for review prior to submittal of final invoicing.

A list of qualified sub-consultant professional disciplines shall be submitted with the proposal and considered as the ENGINEER’s Team, if required. A Contractor will be procured at a later time dependent on permit approvals.

The ENGINEER may be retained to coordinate with the Contractor during the post-design and construction under a contract amendment.

G. Timeline

1. Proposal Timeline:

• Please refer to GRIC Contracts Management on procurement timelines and processes.

2. Project Timeline. The ENGINEER shall provide a design for the Project as outlined below:

• It is estimated approvals for a Land Use Action Review (“LUAR”) can be completed in approximately 4-months from date of this scope of work. This is an internal process to gain environmental clearance and land assignment.

• The ENGINEER shall not commence work until there are no foreseen issues reported in the LUAR and a Notice to Proceed is issued from the Department. Any work performed not authorized by LUPZ is at the expense of the ENGINEER. It is anticipated the final design can be completed in 60-days after the LUAR is approved. A “stop work” will be provided for the 30% and 60% designs to address design, revisions, costs, and submit for permits. Design work shall stop after the final designs are complete and accepted by LUPZ.

• The final design will be used to obtain an approved Certificate of Compliance (“COC”)

Permit and a Bureau of Indian Affairs (“BIA”) encroachment permit. It is anticipated approvals of these permits will be an additional 2-months.

• A request for post-design engineering service for construction may occur using a contract amendment.

• Provide a schedule summarizing the design activities.

H. Scope of Work

This Project will consist of mitigating against erosion by armoring northern portions of the property and possibly the existing road embankment. The Project needs to be a permanent solution and cost effective proportionate to a single-family residence. There are no other homes in the area that will benefit from this Project. The Project disturbance limit boundary is provided with this scope along with suggested hydrology calculations. Improvements within the lot is also possible, but shall be approved of by the resident in writing and consider their livelihood and safety measures. Direct collaboration and communication with the resident shall not occur without the presence of a Department representative.

Note, a 10-ft buffer between the Project and the northern property boundary is required. This buffer will allow for installation of a future boundary fence by the resident, not a part of this Project.

Attached to this scope is a conceptual level design generated internally as a suggestion. Unless the

ENGINEER can provide a more efficient and cost effective solution, this concept can be refined and considered a solution at the ENGINEER’s discretion. The ENGINEER will need to recreate the data using the approved topographic survey. The concept entails a low flow channel to capture runoff from the south, conveyed through the residential property over a concrete ford cut off wall that will also serve as a driveway, and discharge drainage near the northwest property corner over the armored system. The armored system entails a riprap cut off wall and GEOWEB textile system parallel to and 10-ft north of the northern property line. The GEOWEB textile system is shown for

8-in webbing and a riprap cutoff wall upstream and downstream.

In general, the ENGINEER will:

1. Design Services

• Prepare construction ready design plans and drainage report that mitigate against head cut erosion and scour to protect the existing property. This includes hydrologic and hydraulic calculations with construction ready grading and drainage plans.

• The ENGINEER will evaluate earthworks, hydraulics, and develop an engineer’s probable construction cost estimate. The cost estimate will be used to seek construction funds in upcoming budget requests.

• The ENGINEER shall provide bid tabs to allow for contractor evaluation.

• Final plans and reports shall be signed and sealed digital copies, along with providing final

CAD, GIS, Excel, and hydrologic/hydrologic digital files.

• Provide designs to be wholly located within disturbance limits, existing property and right-of-ways.

• Any additional surveys may require contract amendment and approval by LUPZ Flood

Control. The survey will need to be in compliance with LUPZ Survey standards.

2. Administration and Management Services

• Assist LUPZ Flood Control to gain permit approvals by providing plans and revisions as needed requested by technical stakeholders. These permits are the Certificate of

Compliance (“COC”) and a Bureau of Indian Affairs (“BIA”) Encroachment permits.

• The ENGINEER shall meet with LUPZ Flood Control as well as attend COC meetings, as needed. It is anticipated a minimum of two (2) COC meetings may be required.

• Apply for and gain approvals for right-of-entry notification from LUPZ Ordinance.

3. Material Testing Services

• The ENGINEER can retain a third party certified testing laboratory to obtain soil samples and provide results to the ENGINEER and LUPZ Flood Control for review.

• The ENGINEER will review these results, verify and provide required certification and/or approvals. The design shall be compatible with results.

I. The Department will,

• Provide the AutoCAD file containing property boundary, right-of-way, and approximate locations of existing utilities and house.

• Provide the updated and approved topographic surface of the Project area meeting requirements set forth in the latest edition of our LUPZ Survey Requirements.

• Provide 2014 Light Detection and Ranging raster data for drainage analysis (not to be used for design).

J. Engineer’s Deliverables

• Signed and sealed construction ready plans;

• Engineer’s probable construction cost estimate and bid tabs;

• Final drainage and any geotechnical reports;

• All digital files containing the design, hydrology, hydraulics, and cost estimating;

K. Attachments:

• Project Location Map

• Conceptual design by LUPZ Flood Control. Not required, but can be used.

• Approved RLS/CFeDS topographic and boundary survey

• Hydrology Calculation Map (suggested design flow)

• Images of erosion from various site visits

EXHIBIT C - SUSPENSION AND DEBARMENT CERTIFICATION

As a matter of its own internal policy, the Community follows Federal Law (A-102 Common Rule and OMB Circular A-133) which prohibits non-federal entities from contracting with or making sub-awards under covered transactions to parties that are suspended or debarred or which principals are suspended or debarred. Covered transactions include procurement contracts for goods or services equal to or in excess of $25,000 and all non-procurement transactions (e.g., sub-awards to sub-recipients).

Additionally, the Community does not hire, contract with, or otherwise do business, either directly or indirectly, with contractors or individuals, which have been debarred, suspended, or subjected to a Limited Denial of Participation (LDP) by the U.S. Government.

Before an award of $25,000 or more can be made by your firm, you must certify that your organization and its principals are not suspended, debarred or LDP’d by a federal agency.

I, the undersigned agent for the firm named below, certify that neither this firm nor its principals are suspended or debarred by a federal agency.
