The platform must include detailed call reporting and monitoring capabilities, integration for overhead paging, and centralized management allowing IT administrators to perform system modifications without vendor assistance. The contract term includes an initial three-year licensing period with one-year renewal options thereafter, and a one-year support and maintenance contract with optional annual renewal.

Proposals were to remain open for acceptance for 90 days following the RFP closing date. The RFP Form required bidders to provide company name, address, city, state, zip code, and authorized signatures from company representatives. Vendor qualifications must include previous support and expertise with voice platform systems, 24/7/365 general support availability, and demonstrated implementation experience with voice platform technology. No specific set-asides, incumbent information, or funding sources were identified in the RFP document.
