About this file

This is a Request for Proposal (RFP) issued by the City of Meriden, Connecticut, seeking qualified cybersecurity service providers to deliver comprehensive Security Operations Center (SOC) monitoring and cybersecurity support services. The City requires continuous 24/7/365 monitoring of servers, endpoints, network devices, identity systems, cloud services, firewalls, and VPN systems; threat detection and intelligence capabilities; incident response assistance; and cybersecurity advisory services to maintain robust security across its technology infrastructure. The solicitation was released on March 17-18, 2026, with a deadline for vendor questions on March 25, 2026 at 4:00 p.m. EDT and a proposal submission deadline of April 1, 2026 at 11:00 a.m. EDT. All submissions must be made electronically through the City eProcurement Portal in two sealed parts covering qualifications and proposed fees. The initial contract term is thirty (30) days, with options for up to two additional three-year renewal terms available by mutual written agreement. Key personnel must hold relevant certifications such as CISSP, GIAC, CISM, or Security+, and vendors must demonstrate experience operating a 24/7 SOC, supporting government or municipal clients, and managing mixed on-premises and cloud environments, with familiarity with the NIST Cybersecurity Framework and CIS Critical Security Controls.

Proposals will be evaluated on four criteria: Qualifications & Experience (30 points), Demonstrated Ability of Key Personnel (20 points), References from Past Clients (20 points), and Detailed Pricing (30 points). Vendors must provide three references, preferably from government or public sector clients, and submit pricing proposals for implementation and ongoing monitoring services with one-year, three-year, and five-year pricing plans, with all pricing excluding federal excise taxes and Connecticut sales and use taxes. The RFP contains no set-aside designations, restrictions on organizational types, or preferences for disadvantaged enterprises, indicating the procurement is open to all qualified vendors. No incumbent vendors or current contractors are identified in the available documentation. The solicitation does not specify an estimated total contract value or budget range. Successful vendors must obtain a Certificate of Insurance meeting the City's Risk Manager requirements before contract execution via Purchase Order. Inquiries should be directed to Susan Martel, City of Meriden Purchasing Department, 142 East Main Street, Room 210, Meriden, Connecticut 06450, at 203-630-4115 or smartel@meridenct.gov.
