About this file

This is a Request for Proposal (RFP) issued by the County of Orange, California, through OC Community Resources for Special Projects Related to Workforce Development Services under RFP #012-2751004-CW. The County seeks qualified firms—including non-profit organizations, for-profit entities, educational institutions, and community-based organizations—to provide services across four distinct categories: Business Development, Workforce Development (Youth and Adult Programs/Services), Innovations, and Consultancy. Applicants may propose for one or multiple service components, with separate proposals required for each. A non-mandatory pre-proposal meeting is scheduled for December 18, 2024, at 10:00 am via Microsoft Teams. The deadline for submitting questions is January 23, 2025, at 2:00 pm, and proposals must be submitted electronically by February 3, 2025, at 2:00 pm through the County's online bidding system. Contractor selection is expected approximately two weeks after Board approval. Contracts will have an initial 12-month term with potential for up to three one-year renewals, contingent upon performance, continued project relevance, and funding availability.

This is a cost-reimbursement contract structure, requiring vendors to possess sufficient financial capacity to manage project expenses upfront, as no initial funding will be provided. The County will reimburse eligible expenses based on documented costs. Eligible applicants must have a minimum of three years of experience, demonstrate financial stability, and provide comprehensive documentation including System for Award Management (SAM) registration, D-U-N-S number, proof of insurance, federal compliance documentation, and audited financial statements. Administrative and indirect costs are capped at 10% of the total contract budget. The County encourages applications from veteran-owned, minority-owned, women-owned, and socially and economically disadvantaged businesses. Services must be delivered at the Orange County Workforce Solutions Center in Brea (675 Placentia Ave, Suites 300 & 330) at minimum, with options to include the Laguna Niguel Center (28202 Cabot Road, Suites 100 & 140) and other locations as appropriate. Funding is subject to approval by the Orange County Workforce Development Board and the Board of Supervisors and is contingent on availability. Proposals will be evaluated based on project impact, cost-effectiveness, past performance, organizational capacity, and innovation, with written proposals limited to 45 single-sided pages.

Orange County Community Resources (OCCR), a division of the County of Orange, invites the submission of proposals from a wide range of applicants including but not limited to: non-profit organizations, community-based organizations, education institutions, and local government entities. The goal is to deliver innovative and impactful workforce development services under the Workforce Innovation and Opportunity Act (WIOA). The selected programs should complement or expand upon the County’s current workforce development offerings, particularly those that serve special populations facing barriers to employment. Proposals must align with the County’s mission to provide equitable access to services and ensure individuals achieve economic self-sufficiency. The RFP is managed by the Workforce and Economic Development Unit and is designed to provide funding for four distinct areas:

B. Background

The Orange County Workforce & Economic Development Division (WEDD) oversees WIOA-funded projects and workforce services, helping individuals achieve economic self-sufficiency through training and job placement. In partnership with the Orange County Workforce Development Board (OCWDB) and the Board of Supervisors, WEDD operates through two Orange County Workforce Solutions Centers in Brea and Laguna Niguel, as well as a mobile unit that extends services to underserved and remote communities.

These services include career counseling, job search assistance, resume building, and interview preparation, as well as industry-specific training to equip participants with skills for high-demand sectors.
