About this file
This is Addendum 2 to RFP 010-23 for Book Jobber Services issued by Clayton County Public Schools Division of Business Services in Jonesboro, Georgia. The addendum clarifies questions submitted by prospective vendors regarding the original RFP released on January 12, 2023. The solicitation seeks qualified firms to provide book jobber services, which may include processing services such as barcode labels, spine labels, reading level labels, and MARC records at no charge. The initial contract term is one year from the execution date, with automatic renewal for four successive one-year terms on the same terms and conditions. The contract automatically renews on June 30th. The addendum was issued on February 7, 2023.
Key clarifications provided include the following: there is no minimum dollar spend requirement for local/small business enterprise (SLBE) participation; sample title lists should demonstrate the range of available titles without a specific quantity requirement; financial information will not be subject to non-disclosure agreements per Georgia's Open Records Act; Clayton County Public Schools will pay invoices via electronic payment or check, while vendors should describe their credit card policies for school-level purchases; and good faith efforts for SLBE participation are required regardless of vendor location or size. Pricing should reflect book prices only, excluding processing charges. Mylar jackets may be provided at an additional cost. Vendors must include SLBE participation requirements with their bids, though additional SLBE contractors approved after award may count toward participation requirements.

QUESTION 1: For the local/small business requirement, is there a minimum dollar spend you can reference instead of a percentage?
ANSWER No.
QUESTION 2: Is there a preferred number of titles you want included on the sample lists?
ANSWER There is no specific requirement for the number of titles.
However, the sample list should be sufficient to demonstrate the range of titles available.
QUESTION 3: Our financial information is confidential, would the district be willing to sign a NDA for us to release this information?
ANSWER No. Please refer to Information and Instructions to Proponents,
10. Georgia Open Records Act on page 5 of the RFP.
QUESTION 4: 4a. What is your annual library budget? 4b. How much were you planning on allocating to print and digital?
ANSWER 4a. This information will not be provided. 4b. The funding spent on library books is not defined by the format.
QUESTION 5: On page 21 of the RFP you stated payment will be made via electronic payment or check but on page 17 of the RFP you asked us to describe policies and procedures for using credit cards for purchases. Will all three methods be used for payment?
ANSWER No. Page 21 reference how CCPS pays invoices via electronic payment or check. Page 17 ask for Proponent’s description of polices/procedures governing the use of credit cards for purchases. For example, a school may purchase a few books from an awarded vendor by using a Pcard instead of a purchase order.
QUESTION 6: 6a. Can you clarify the contract term of the RFP? 6b. If contract is awarded in February, would it expire in June of 2023 and then the 12 month renewals begin after that (page 66)?
ANSWER 6a. The initial term of this Agreement shall be for one (1) year, and may be automatically renewed for four (4) successive one (1) year terms upon the same terms and conditions. 6b. The contract will be for one (1) year from the contract execution date, the contract automatically renews on June 30th.
QUESTION 7: 7a. Can you clarify on Appendix “F” what the single asterisk means for Bradford Center, site number 72? 7b. Are they also a school under construction?
RFP 010-23 Book Jobber Services Page 3 of 3
ANSWER 7a. Please disregard the single asterisk next to the Bradford Center. 7b. No. The Bradford Center is not a school and will not need services.
QUESTION 8: Our company is a Minnesota based company and certified small woman owned business, we also do not sub-contract; would the good faith efforts for the SLBE still be required?
ANSWER Yes.
QUESTION 9: If awarded and CCPS were to order from our company a book that is from a publisher in Georgia would that count toward SLBE requirements?
ANSWER SLBE participation requirements should be submitted with the bid. If additional SLBE contractors are approved by CCPS after contract award, that SLBE participation can be counted. However, the mere fact that a vendor is located in GA does not make a vendor a SLBE.
QUESTION 10: Would you like the pricing to reflect processing charges or just book prices?
ANSWER Pricing should only reflect book prices.
QUESTION 11: You are requesting barcode labels, spine labels, reading level labels and MARC records at no charge. You are also requesting Mylar jackets. Will those be requested at no charge also?
ANSWER Mylar jackets may be an additional cost. No charge is expected for barcode labels, spine labels, reading level labels and MARC records.
