About this file

This is a Request for Proposal (RFP) issued by the University of Maryland (UMD) for an Employee Assistance Program (EAP) serving the University System of Maryland (USM). The RFP seeks a comprehensive EAP provider to deliver confidential counseling and support services to USM employees across multiple institutions, with services to commence on January 1, 2026. The contract will have an initial three-year term with options to renew annually for up to three additional years. Proposals are due on May 23, 2025, and the RFP requires a two-volume submission with separate technical and financial proposals. Notably, while the EAP is system-wide, the University of Maryland, College Park and Frostburg State University have currently chosen not to participate.

The EAP services must include mental health counseling (up to six sessions per incident), substance abuse support, crisis intervention, legal and financial assistance, work-life balance resources, and 24/7 accessibility through multiple channels including phone, video conferencing, and online platforms. The RFP emphasizes the need for bilingual support, ADA compliance, and comprehensive reporting, including quarterly utilization reports with detailed demographic and service metrics. While the RFP has a 0% Minority Business Enterprise (MBE) subcontracting goal, it requires extensive documentation of diversity, equity, and inclusion efforts. The solicitation seeks a provider that can offer innovative technological capabilities like telehealth, virtual reality therapy, and AI-driven support tools to enhance service delivery and employee engagement.

2.15 Volume 1- Technical Volume: Contractor Qualifications, Technical Requirements/Specifications, Business Requirements

2.15.4.5 Specifications/Requirements Matrix, as provided

2.15.4.6 Narrative Specification/Requirements responses, as required

2.16 Incomplete Submissions

The University may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted. The University is under no obligation to seek clarification for missing information or to repair responses that are deemed to be incomplete

2.17 Financial Volume

This volume consists of and must contain the offered pricing information in the format required by the University. Contractors are not to include any technical information or specifications in the financial volume.

Inclusion of technical requirements in the Financial Volume, unless technical details are necessary to provide pricing clarity, may result in in disqualification of the Contractor’s response particularly if said technical details are not included in the Technical Volume.

Do not submit a Financial Volume at the same time that you submit a Technical Volume. A Price Proposal Form will be distributed at a later date.

2.17.1 Pricing Section

The Contractor is required to use the provided pricing submittal documents as included. The pricing submittal documents will either be provided in the form of an electronic Pricing Matrix for those RFPs with numerous line items, complex pricing, etc. A Price Proposal Form will be used in instances when the pricing is simple and straightforward.

2.17.1.1 The Contractor is required to complete the electronic Pricing Matrix when provided

2.17.1.2 The Contractor is required to submit their proposal for pricing on the Price Proposal Form provided when an electronic Pricing Matrix is not used. Using Price Proposal Form will help ensure consistency in the financial evaluation. The price proposal form is to be completed in full when used for submittal of pricing.

The University reserves the right to request best and final offers (BAFO) following evaluation of technical and pricing proposals. Contractors who submit proposals initially judged by the Procurement Officer to be reasonably susceptible of being selected for award may be asked to discuss their proposals with the University to facilitate arrival at a contract most advantageous to the University. If the Procurement Officer determines that discussion is in the best interest of the University, the Procurement Officer will advise contractors to submit a best and final offer for consideration after discussions are held.

However, discussions may not be conducted if the Procurement Officer determines either that discussions are not in the best interests of the University or that discussions need not be conducted: (a) with respect to prices that are fixed by law or regulation, although consideration shall be given to competitive terms and conditions;

(b) because the time of delivery or performance does not permit discussions; or (c) because it can be demonstrated clearly from the existence of adequate competition or accurate prior price experience with the particular item that acceptance of an initial offer without negotiation would result in a fair and reasonable price.

3.5 Basis of Award

The University will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined to be the best value to the University.

Recommended contract awards, if any, resulting from this RFP, may be subject to State and University approvals.

The debriefing shall be limited to a discussion of the proposer’s unsuccessful proposal. The debriefing will be oral and shall provide information on areas in which the proposal was deemed weak or insufficient. The debriefing will NOT include discussion of a competing offeror’s proposal or discussion, thoughts, notes or ranking from individual evaluation committee members.
