About this file
This is a Request for Proposals (RFP) Response Packet issued by Portland Parks and Recreation (PP&R), a department of the City of Portland, Oregon, seeking qualified contractors to provide vended meal services for the Preschool for All Program. The City is soliciting proposals to deliver nutritious meals and snacks to approximately 160 preschoolers (ages 3–5) weekly across nine community center locations. Proposals must be submitted by June 4, 2026, at 4:00 p.m. Pacific Time through the City's Online Procurement Center (BuySpeed). An optional pre-proposal meeting is scheduled for May 20, 2026, at 10:00 a.m. Pacific Time via Microsoft Teams. The City intends to award up to three vended meal service contracts, with an initial term of five years from the effective date and options for renewal. The contract will commence during the 2026–2027 school year, with meals required to meet federal, state, and USDA nutritional guidelines.
Pricing proposals must include estimated costs per meal and per snack, with all funding sourced from the Multnomah County Preschool for All Program. Proposers must submit comprehensive pricing proposals identifying staff hours and true estimated costs regardless of the City's anticipated expenditure. Proposals are limited to 20 pages and must include required components covering proposer capabilities, project team qualifications, detailed scope of work with sample menus, references from three similar projects within the past five years, equal employment opportunity and subcontracting strategies, sustainable business practices, and civil rights data. Questions must be submitted to the Single Point of Contact, Paris McCall-Johnson, by seven calendar days before the proposal deadline. The City retains the right to terminate the contract if funds become unavailable for continued performance.
