About this file

This Statement of Work (SOW) details the procurement of a four-channel programmable bidirectional RF over Fiber (RFoF) system for Yokota Air Base, Japan. The system must seamlessly integrate with AN/PRC-117G multiband networking manpack radios and AN/PRC-167 dual-channel radios, enabling reliable RF signal transmission over fiber optics without signal degradation. Key technical requirements include frequency coverage from 30 MHz to 2.6 GHz, compatibility with multiple radio waveforms, power amplification up to 75W, and operation across extreme temperatures from -40°C to +85°C.

The contractor must deliver a turnkey RFoF system within 3-4 months of contract award, including comprehensive documentation, installation manuals, warranty documentation, and training materials. The system must meet multiple military standards including MIL-STD-461F (EMI/EMC), MIL-STD-810G (Environmental), and include a one-year warranty covering labor, materials, and compatibility defects. The primary performance will occur at the contractor's facilities, with final delivery to Yokota Air Base, and acceptance contingent upon successful factory acceptance tests and end-to-end performance verification.

STATEMENT OF WORK (SOW)

RF OVER FIBER (RFoF) SYSTEM PROCUREMENT FOR YOKOTA AIR BASE

1.0 INTRODUCTION AND BACKGROUND

This Statement of Work (SOW) outlines the requirements for the procurement, integration, validation, and delivery of a fully integrated, turnkey, four-channel programmable bi-directional RF over Fiber (RFoF) system to support radio communications at Yokota Air Base. The system shall enable seamless integration with AN/PRC-117G multiband networking manpack radios and AN/PRC-167 dual-channel radios, ensuring reliable bidirectional transmission of RF signals over fiber optics without degradation. This effort aligns with operational needs for enhanced communication capabilities in a military environment, adhering to relevant Department of Defense (DoD) standards and best practices.

2.0 OBJECTIVES

The primary objectives of this SOW are to:

• Deliver a high-performance RFoF system that meets specified frequency coverage, channel requirements, and environmental standards.

• Ensure immediate compatibility with designated radios and antennas, including power amplification and protective features.

• Provide comprehensive documentation, testing verification, and support to facilitate rapid deployment and maintenance.

• Achieve delivery within 3-4 months post-contract award to minimize operational disruptions.

3.0 SCOPE OF WORK

The Contractor shall furnish all labor, materials, equipment, and services necessary to procure, integrate, validate, and deliver the RFoF system. The scope includes:

• System design and preconfiguration for integration with AN/PRC-117G and AN/PRC- 167 radios and antennas.

• Provision of necessary accessories, such as low-loss coaxial cables, attenuators, transmit/receive (T/R) switching mechanisms, combiners (if required), and amplifiers.

• Performance of factory acceptance tests to validate compliance with all specifications.

• Delivery of two enclosures: an indoor 19-inch rack-mountable radio-side unit and a ruggedized outdoor antenna-side unit.

Out of Scope: This SOW does not include onsite installation, ongoing maintenance beyond the warranty period, or modifications to existing infrastructure at Yokota Air Base unless explicitly negotiated as a change order.

4.0 TECHNICAL REQUIREMENTS

The RFoF system shall meet or exceed the following performance criteria and features:

4.1 System Compatibility and Interfaces

• Compatibility with AN/PRC-117G radios utilizing band-specific antenna ports with shared transmit and receive capabilities through coaxial connectors (TNC: 30-512 MHz, N-type: 225-2000 MHz, BNC: 225-400 MHz for SATCOM).

• Compatibility with AN/PRC-167 radios utilizing shared 50-ohm TNC connectors with dual-channel operations.

• Accommodation for antennas supporting single-port bidirectional RF signals.

• Bidirectional fiber-optic transmission without degradation across standard operational waveforms, including SINCGARS, HAVEQUICK, HPW, DAMA, IW, ANW2, SATURN, P25, MIL-STD-188-181B, L-TAC, and MUOS-ready configurations.

• Integrated T/R switching mechanisms (e.g., duplexers or circulators as frequency-appropriate) for half-duplex radio operation, with no more than 1 dB insertion loss.

• Power amplification capabilities, either integrated or compatible with external AR- 50SAT75 booster amplifiers, supporting up to 75W SATCOM and 50W line-of-sight (LOS) outputs.

• Accommodation for external attenuators (30 dB, rated at ≥20W continuous, 50 Ohms impedance) to protect optical components.

4.2 Optical and Multiplexing Features

• Multiplexing of four bidirectional channels over a single-mode fiber pair using any suitable technology (e.g., WDM, CWDM) for enhanced isolation and performance.

• Fiber optic compatibility with G.652 single-mode fiber for spans up to 10 km.

4.3 Performance Specifications

• Frequency Coverage: 30 MHz - 2.6 GHz.

• Channels: Four independently adjustable bidirectional RF channels.

• RF Input Power: Up to 20W PEP, with integrated or external 30 dB attenuators.

• Link Gain: 0 ± 3 dB, adjustable in 0.5 dB increments.

• Frequency Response Uniformity: ±1.2 dB across the operational bandwidth.

• Input Compression Threshold: +46 dBm (30 dB attenuation).

• Spurious Signals: ≤ -80 dBm (SFDR ≥100 dB/Hz^(2/3)).

• VSWR: ≤1.5:1 at all RF interfaces.

• Impedance: 50 Ohms nominal.

• Overdrive Protection: Capable of handling 20W RF input with protective attenuation while maintaining clean signal amplification.

4.4 Enclosures and Environmental Standards

• Indoor radio-side enclosure: 19-inch rack-mountable, 1U height.

• Outdoor antenna-side enclosure: Ruggedized, not exceeding 500 mm x 500 mm x 100 mm, meeting MIL-STD-810G and IP67 standards.
