About this file
This is a Department of the Air Force Justification and Approval (J&A) for Other Than Full and Open Competition for a sole-source acquisition valued under $10 million.
The 22d Contracting Squadron at McConnell Air Force Base in Kansas is awarding a purchase order to Monaco Enterprises Inc. (MEI) for a hardware and software system upgrade to their Monaco D-21 Fire and Life Safety system. The upgrade covers four facilities (buildings 1115, 1200, 51, and the CAT) and includes replacing and installing new servers, client CPUs, displays, and power backup systems, along with transitioning the system from Windows 10 to Windows 11. Monaco personnel will provide training to ensure optimal system operation. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that MEI is the only responsible source capable of fulfilling the requirement. MEI owns the exclusive license and proprietary codes for the Monaco D-21 system, and any alternative would require implementing an entirely new system from scratch. The integrated market analysis confirmed the requirement is unavailable through mandatory sources (AbilityOne, FPI, AFICC Launchpad) and other vendors reviewed, including AES Corp., cannot integrate with the existing Monaco system or fully satisfy customer requirements. While other Air Force installations (Maxwell AFB, Tinker AFB, Arnold AFB) also operate Monaco products, only MEI-certified installers can complete installation to ensure proper software-hardware interfacing and warranty coverage. The contracting officer, M. Sugeys Allen, certified the justification on June 26, 2026. A Notice of Award will be posted on SAM.gov with the sole-source J&A attached to encourage vendor competition for future similar requirements.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Contracting Activity: 22d Contracting Squadron, 22d Air Refueling Wing, McConnell AFB, KS.
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a purchase order on a sole basis to Monaco Enterprises Inc. The 22 CES requires an upgrade to their Monaco D-21 hardware and software system, from Windows 10 to Windows 11. This justification is made on an Individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The 22 CES requires an upgrade to their Monaco D-21 hardware and software system. The upgrades will cover buildings 1115, 1200, 51, and the CAT. The upgrade will include replacing and installing new servers, client CPUs, displays, and power backup systems across four primary facilities. Training will also be provided by Monaco personnel to ensure the system operates at its highest level.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Monaco Enterprises Inc. (MEI) is the only company that can fulfill this requirement, because it is the original manufacturer and service provider of the equipment and services for Fire and Life Safety currently in use at McConnell AFB. MEI owns the license and any other source would require a new system to be implemented from scratch requiring new infrastructure and design.
Therefore, this acquisition will be a follow-on contract for the continued development of highly specialized equipment.
The products, accessories, and software are primarily comprised of proprietary codes developed by MEI and licensed directly to the end user. MEI retains exclusive ownership of this code and does not license third parties to alter or add to the software or equipment. System design has been performed by a Monaco Applications Engineer to ensure seamless integration with the existing Monaco system in use at McConnell AFB. The system installation must be completed by a Monaco certified installer. Using a Monaco certified installer will ensure that the system software and hardware are interfaced correctly and operating according to design. It will also ensure that the system software and hardware will be covered by the required MEI warranty.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
All mandatory sources were reviewed IAW RFO 8.103 & 8.104. It was confirmed that this requirement is not available from AbilityOne, FPI or the AFICC Launchpad. This investigation revealed that other U.S.
Air Force installations, including Maxwell AFB, Tinker AFB, and Arnold AFB, also utilize Monaco products.
Additionally, internet and GSA website searches identified other companies capable of providing similar products and services (e.g., product literature from AES Corp. was reviewed); however, none of these were able to both integrate with the existing system and fully meet customer requirements.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
Monaco is the only vendor that owns the license for this infrastructure and design, this vendor's equipment is highly specialized, therefore, it is imperative that this requirement is handled by a company that is licensed and specializes in Monaco hardware and software.
IAW RFO 6.103-1 (b), agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
The equipment currently at McConnell AFB was upgraded by Monaco Enterprises Inc in 2021 under contract FA462121P0017 and has been serviced by them since then.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
A Notice of Award will posted via SAM.gov, with Sole Source J&A attached, to encourage vendors to sell or make products that meet the above requirements
