About this file
This is a Brand Name Only/Single Source Justification document for a federal contract opportunity issued by the Western Area Power Administration (WAPA), Department of Energy.
WAPA's Desert Southwest Region is seeking Mitel VoIP replacement parts and installation services to facilitate the migration of its Mitel VoIP session initiation platform (SIP) trunk conversion. The anticipated contract is a firm-fixed price purchase order on a noncompetitive basis awarded to Pacific Office Automation (UEI XT65F81DNKD1). The justification for limiting competition cites that Mitel VoIP is the standard phone system for the DSW region, and all replacement parts and upgrades must maintain compatibility with existing Mitel infrastructure and software assurance packages. Pacific Office Automation has served as the authorized Regional Mitel service provider since July 2019 and employs certified Mitel technicians with direct knowledge of DSW's communication systems. The document asserts that engaging an alternative source would necessitate a complete system overhaul with an estimated cost of approximately $1 million. Based on these circumstances, WAPA determined that Pacific Office Automation is the only responsible source capable of successfully completing the Mitel VoIP SIP trunk conversion migration while avoiding system disruption and maintaining operational efficiency.

Brand Name Only/ Single Source Justification
Western Area Power Administration (WAPA)
RFO FAR 12.102(a), Restricting competition, under SAT
26WA161117
1. Identification of the agency and the contracting office.
Department of Energy, WAPA, Desert Southwest (DSW) Region
2. Description of supply or service required to meet the agency’s needs.
WAPA DSW requires the services of a qualified vendor to provide Mitel VoIP replacement parts and installation work to facilitate the migration of DSW’s Mitel VoIP session initiation platform (SIP) trunk conversion.
The anticipated resultant contract is a firm-fixed price purchase order on a noncompetitive basis to
Pacific Office Automation UEI XT65F81DNKD1.
3. The rationale or circumstances for limiting competition.
Reasons:
Mitel VoIP is the standard phone system used by the DSW region. All replacement parts and upgrades must maintain compatibility with the existing Mitel infrastructure.
The VoIP SIP trunk conversion package must be fully compatible with DSW's current Mitel software assurance package and existing hardware. This ensures seamless integration, consistent form, fit, and functionality with the established regional systems.
Pacific Office Automation (POA) has served as the authorized Regional Mitel service provider for software assurance and technical support since July 2019.
POA possesses certified Mitel technicians with direct knowledge of DSW's communication systems and functionality.
POA is an authorized dealer for Mitel products providing more robust business solutions to their customers.
Engaging an alternative source would necessitate a complete overhaul of DSW’s phone systems to achieve compatibility, incurring an approximate financial investment of $1 million. Limiting competition to Mitel and its authorized vendor, POA, is essential to avoid system disruption, maintain operational efficiency, and prevent substantial unbudgeted costs.
Based on the above and due to the nature of this requirement, it is determined that Pacific Office
Automation is the only responsible source and no other supplies or services will satisfy the agency’s need to successfully complete the migration of DSW’s Mitel VoIP session initiation platform (SIP) trunk conversion.
