About this file
This is a Presolicitation Notice for a noncompetitive contract action issued by the National Institutes of Health, National Institute on Minority Health and Health Disparities (NIH/NIMHD). The acquisition seeks development of a mock-up web-based interface to deliver mathematical model-based estimates for personalized physical activity prescriptions among breast cancer survivors. The interface will translate model estimates into individualized exercise recommendations and supporting clinical materials, including tailored messages, discussion scripts, draft notes, referrals, letters of medical necessity, and patient handouts. The work requires expertise in public health, health communication, intervention design, and eHealth interface design.
The presolicitation number is NIH-NIMHD-2026-292026-1722, classified under NAICS Code 541511 with a size standard of $34.0 million and PSC Code DA01. Responses must be submitted electronically to Contracting Officer Jacob Balenson at Jacob.balenson@nih.gov by 1700 Eastern Time on February 24, 2026, referencing the presolicitation number in the subject line. The contract will not be posted to SAM.gov. The acquisition is a noncompetitive action under 41 U.S.C. 1901 with the intended source identified as People Designs Inc, based on their prior specialized experience developing the underlying mathematical model. The anticipated award date is March 1, 2026, with performance scheduled from March 1, 2026, through February 28, 2027, at NIH/NIMHD in Rockville/Bethesda, Maryland. The acquisition is not set-aside for small businesses and does not involve items subject to trade agreements.

DESCRIPTION OF REQUIREMENT
The NIMHD lab has developed a mathematical model that estimates individualized breast cancer outcomes associated with different levels of physical activity, but its clinical utility depends on delivery through a user-friendly interface. The lab requires support for the development of a mock-up web interface that translates these model estimates into personalized exercise recommendations and supporting clinical materials, including tailored messages, discussion scripts, draft notes, referrals, letters of medical necessity, and patient handouts. The work requires mailto:Jacob.balenson@nih.gov https://sam.gov/ mailto:Jacob.balenson@nih.gov expertise in public health, health communication, intervention design, and eHealth interface design and aims to improve health outcomes for breast cancer survivors in the United States.

NONCOMPETITIVE CONTRACT ACTION
[ X ] Yes:
Statutory authority: 41 U.S.C. 1901 Intended Source: PEOPLE DESIGNS INC Justification: People Designs, under a previous procurement, previously worked with the NIMHD lab on the development of this unique mathematical model for individualized exercise estimates in breast cancer survivors, and therefore they have obtained specialized experience that is essential to the successful performance needed to meet the lab’s requirements, specifically in-depth knowledge of how the model operates, the structure and characteristics of its simulation outputs, and the high-dimensional datasets it generates. This expertise is essential to developing a compatible mock-up web interface and cannot be readily replicated without substantial additional time and cost, thus switching to a new contractor now could have impacts on efficiency and cost-effectiveness.
