NONCOMPETITIVE CONTRACT ACTION

[ X ] Yes:

Statutory authority: 41 U.S.C. 1901 Intended Source: SIEMENS HEALTHCARE DIAGNOSTICS INC Justification: Siemens Healthcare is the original equipment manufacturer and the only authorized service provider for the Siemens BNII and Siemens EXL 200 analyzers used by the agency. The equipment is covered under existing service agreements that require Siemens Healthcare to perform all deinstallation, relocation, reinstallation, and validation activities. Use of another vendor would invalidate these agreements.

Maintaining the analyzers without manufacturer service coverage would result in significantly higher costs and increased operational risks. Therefore, restricting competition is necessary to ensure continuity of service and reliable operation of the equipment.
