About this file

This is a Request for Order (RFO) for a sole source contract award under FAR Part 12 for an Inflatable Wall Training System (IWTS).

The 109th Security Forces Squadron (109 SFS), through the 109th Mission Support Group, Mission Support Contracting (109 MSG/MSC), seeks to award a new Firm-Fixed-Price sole source contract to RFD Beaufort Inc. (CAGE Code: 074V1, located in Sharon Center, Ohio) for tactical training equipment. The procurement includes one Survitec IWTS Level 2 Pack (Part Number 536500X) and one IWTS Breaching Door Expansion Pack, with an estimated delivery period of 16 to 22 weeks After Receipt of Order. The requirement will be fully funded with FY26 Operations and Maintenance funds. The system must cover approximately 1,400 square feet of tactical training layout while maintaining a compact storage footprint not exceeding 250 cubic feet, feature realistic visual prints simulating brick, concrete, sheetrock, or wood surfaces, and be constructed from ultra-durable, ammunition-resistant materials tested to withstand Simunition 9mm/5.56mm, blank ammunition, and training grenades.

The justification for sole source procurement rests on RFD Beaufort's exclusive capability to integrate the FitLight interactive wireless targeting system—featuring color-coded LED target transmitters and live GPS tracking for millisecond-level reaction time and shot accuracy data—with the inflatable wall structure. Prior market research conducted during FY25 under RFQ W50S8J25QA022 yielded 12 quotations; 10 proposed I2K Defense systems and 2 proposed RFD Beaufort systems. The evaluation determined that only RFD Beaufort's Survitec IWTS includes the specialized built-in internal wall cavities required to house, secure, and protect FitLight hardware without signal impediment or physical damage. The contracting officer and requirements certifying official have certified the accuracy and completeness of the justification.

RFO FAR Part 12 Only One Source is Available

1. Requiring Activity: 109th Security Forces Squadron (109 SFS)

2. Contracting Activity: 109th Mission Support Group, Mission Support Contracting

(109 MSG/MSC)

3. Description of Action: Award a new sole source Firm-Fixed-Price (FFP) contract to RFD Beaufort Inc. (CAGE Code: 074V1), located at 1420 Wolf Creek Trail, Sharon Center, OH 44274-0359, USA. This contract action will procure an Inflatable Wall Training System (IWTS) Level 2 Pack and an IWTS Breaching Door Expansion Pack to meet the tactical training requirements of the 109 SFS. The estimated delivery period is 16 to 22 weeks After Receipt of Order (ARO). The requirement will be fully funded using FY26 O&M funds.

4. Description of Supplies/Services: The 109 SFS has an operational requirement for a portable, durable, and interactive inflatable shoothouse system to conduct realistic close-quarters combat, active shooter response, and tactical team training. The system must cover approximately 1,400 square feet of tactical training layout, yet maintain a compact storage footprint not exceeding 250 cubic feet (excluding accessories).

Crucially, the inflatable walls must possess realistic visual prints simulating brick, concrete, sheetrock, or wood, and be constructed from ultra-durable, ammunition-resistant materials (specifically tested to withstand Simunition 9mm/5.56mm, blank ammo, and training grenades).

To deliver modern and measurable tactical training, the inflatable walls must be structurally designed to integrate the FitLight interactive wireless targeting system. This system places color-coded, wireless LED target transmitters directly inside the wall structures, allowing instructors to program unpredictable, real-time "shoot/no-shoot" scenarios. Additionally, the system must utilize live GPS tracking to collect objective millisecond-level data on shooter reaction times and shot accuracy for advanced after-action reviews. Finally, a compatible tactical breaching door (BTI Breaching Door) must be integrated to simulate multi-lock entry training.

RFO FAR Part 12 Only One Source is Available

6. Reason for Authority Cited: This procurement requires the use of RFO FAR 12.102(a) because RFD Beaufort Inc. is the only commercial source capable of providing an inflatable wall training system that is compatible with FitLight interactive targeting sensors. The proprietary design of RFD Beaufort's Survitec IWTS includes specialized, built-in internal wall cavities to house, secure, and protect the FitLight wireless LED transmitters during active training without impeding their signal or risking physical damage.

Other commercial alternatives, such as the inflatable shoothouse manufactured by I2K Defense, lack the internal pocketing required for FitLight integration. Procuring an alternative system would result in a training platform that is incompatible with the required interactive targeting and GPS tracking systems, thereby providing an inferior training to the end user.

7. Background: The 109 SFS is tasked with maintaining immediate tactical readiness for active-shooter scenarios and high-risk security operations. High-fidelity tactical training requires an interactive, relocatable close-quarters combat environment.

In FY25, this requirement was solicited on a full and open competitive basis under RFQ W50S8J25QA022. The market response yielded twelve (12) quotations, ten (10) of which proposed the I2K Defense system, and two (2) of which proposed the RFD Beaufort system.

Subsequent evaluations of the proposed platforms revealed a critical technical discriminator: the squadron's training requires real-time, interactive target feedback and objective data collection. The FitLight targeting system, which features multi-colored LED target lights and live GPS-tracked after-action reviews to measure reaction times down to the millisecond, will fill this need. RFD Beaufort's Survitec IWTS is the only inflatable system on the market that is designed to house and protect the FitLight hardware. To procure any other brand or design would directly prevent the integration of the interactive targeting system.

8. Market Research: Market research was conducted within the past 12 months, including a review of databases, commercial products, and analysis of responses to RFQ W50S8J25QA022. While initial market research identified two primary inflatable shoothouse manufacturers—RFD Beaufort (a large business) and I2K Defense (a small business)—a detailed technical comparison of their product specifications was conducted.

The market research confirmed that only the RFD Beaufort Survitec IWTS system features the built-in internal pockets designed for the interactive target sensors. While I2K Defense offers an inflatable shoothouse that is competitive, it lacks the sensor integration required by the squadron. No other commercial manufacturer was identified that could provide an inflatable wall system compatible with integrated FitLight sensors
