About this file

This document is a Question and Answer Set for Amendment 2 to a Request for Information (RFI) titled "Space Weather (SW) Next Instruments for Geostationary Earth Orbit (GEO) and Highly Elliptical Orbit (HEO)".

The RFI is seeking information from vendors on their interest and capabilities to produce various space weather instruments, including in-situ particle flux sensors, magnetometers, EUV imagers, photospheric magnetograph imagers, heliospheric imagers, and ionosphere/thermosphere imagers, for satellites in GEO and HEO orbits. The notional launch date for both GEO and HEO observatories is 2032, with a mission life of 7 years for GEO and 5 years for HEO. The RFI Q&A clarifies that there are no restrictions on who can respond, and that the government has not yet determined the acquisition strategy for a potential future RFP. Responses to the RFI are due by June 7, 2024 at 11:59PM ET.

RFI-SWO-GEOHEOIns-2024 Amendment 2 – Questions and Responses

Request for Information (RFI)

Title: Space Weather (SW) Next Instruments for Geostationary Earth Orbit (GEO) and Highly

Elliptical Orbit (HEO)

Date of Amendment 2 Post: May 21, 2024 Date of Amendment 1 Post: May 21, 2024 Date Original Post: May 6, 2024 RFI Questions/Comments Due: May 23, 2024 at 11:59PM ET RFI Responses Due Date: June 7, 2024 at 11:59PM ET

Question 1: What constitutes a “section”? Paragraph 4 of Section 5 of the RFI states “responses are limited to 6 pages per section”, but what is a “section"? It then states “if responding to more than one instrument, the page limit is 6 pages per instrument”, suggesting that a “section” is only the instrument-specific characteristics, performance & SWAP requirements, etc. and NOT the more general institutional Capability Statements such as a), f), g) in Section 3 of the RFI. If this is the case, how many “sections” do you expect for a single instrument response, for example?

Answer 1: The RFI was amended on 5/21/2024 via Amendment 1 and now indicates the following. 'Responses are limited to 6 pages for the Capability Statement and an additional 6 pages for each instrument, including supporting appendices, title page(s), tables, graphics, pictures, and figures'

Question 2: If there is more than one section to a single instrument response, what is the page limit for an entire (single instrument) response?

Answer 2: The RFI was amended on 5/21/2024 via Amendment 1 and now indicates the following. 'Responses are limited to 6 pages for the Capability Statement and an additional 6 pages for each instrument, including supporting appendices, title page(s), tables, graphics, pictures, and figures'

Question 3: Can other government agencies (i.e., NASA Goddard) respond to this RFI or future RFP? Or is this limited to non-government institutes? If the latter, can Government institutes be Co-Investigators?

Answer 3: There are no restrictions at this point as to who can respond to this RFI. However, the Government has not decided on an acquisition strategy and cannot speak to restrictions of a future RFP. Please indicate your proposed partnerships/solutions in your response.
