About this file
This file is a questionnaire for industry designed to conduct market research for RFISS-182, a Geomembrane Covers requirement issued by the Naval Undersea Warfare Center Division (NUWC) at Keyport under the Department of the Navy Naval Sea Systems Command. This is a pre-solicitation/sources sought notice, not an active solicitation, and submission is purely voluntary with no government financial responsibility for respondent costs. The questionnaire requests that respondents complete and return the attached Word document by September 17, 2026, via email to michelle.a.farrales.civ@us.navy.mil.
The questionnaire collects company information including business name, point of contact details, CAGE code, and Unique Entity ID, along with 19 specific technical and commercial questions. Key topics addressed include: capability to provide geomembrane covers and associated materials (40-45 mil reinforced geomembrane, non-woven geotextile, geocomposite drainage material); small business status and socioeconomic classifications; estimated costs and timeline to begin service; relevant experience on similar systems within the last 5-7 years; Department of Labor wage determination categories; technical, cost, schedule, and performance risks; Cybersecurity Maturity Model Certification (CMMC) level; and interest in a multi-year contract structure covering up to 16 facilities with a Base Year and three one-year option periods. The Government intends to award this as a Firm-Fixed-Price (FFP) contract and seeks respondent feedback on FFP feasibility for the multi-year period, potential Economic Price Adjustment (EPA) clauses for specific materials, alternative pricing structures, material sourcing challenges, and clarity on Statement of Work technical requirements.
