About this file
This is a questionnaire template for industry respondents to a sources sought notice issued by the Naval Undersea Warfare Center Division (NUWC) Keyport for an Undersea Submergence Buoy. The questionnaire is part of market research (RFISS-180) to identify potential contractors with the resources, interest, and capability to manufacture and deliver this product. Responses are due by September 18, 2026, and must be submitted via email to michelle.a.farrales.civ@us.navy.mil. The solicitation references technical drawing RFISS-180_1845687_Rev_AS_NSEDR but explicitly states this is not a Request for Proposal and submission is voluntary with no government financial responsibility.
The questionnaire requires respondents to provide company information including business name, point of contact details, CAGE code, and website, followed by ten substantive questions. Key inquiries address CMMC 2.0 certification status (with emphasis on Level 2 achievement), manufacturing and delivery capabilities, estimated costs, production setup timeline in calendar days post-award, quality assurance standards, cost drivers, technical and performance risks, relevant historical experience on similar complex systems, and reasons for inability to manufacture if applicable. Respondents must adhere to Operations Security (OPSEC) requirements and are prohibited from including classified, controlled unclassified, or arms export controlled information. The government explicitly notes it may not respond to specific questions or provide feedback on submitted information.
