Solicitation | Administrative | 8/16/22 | This solicitation calls for the Contractor to hold their pricing for 120 days. Given the current volatility of electrical equipment and material pricing, would it be possible to reduce the amount of time that we would need to hold our proposal pricing? | NO | |
Solicitation | Administrative | 8/16/22 | In reference to the 365-day performance period, be advised that the current lead time for electrical panelboards is between 6-12 months. Will the contract performance period be adjusted to account for such long lead times? | we will increase the Period of performance via an modification if needed | |
Solicitation | Administrative | 8/16/22 | Note that Sheets E106, E107, and E108 are labeled as “Deductive Alternate No. 1. Also, Specification Section 01 00 00-1.3B calls for a deduct alternate for four (4) panelboards. However, the Price/Cost Schedule on Page 6 of solicitation does not list a deductive alternate. Is there a deductive alternate? Please clarify. | updated Price/Cost Schedule will be provided | |
Site Visit | Substantive | 8/16/22 | During panelboard replacement, will the Contractor be able to schedule multiple day outages? Several of the panelboards to be replaced will take 2-3 days to complete. Please advise. | Multiple day outages must be coordinated through the COR so as not to interfere with hospital operations. All outages will need to occur after hours or on weekends. | |
Scope of Work | Substantive | 8/16/22 | Per the Scope of Work Summary Note 6 on Sheet E001, each branch circuit is to be tested and documented for current functionality. Can this testing be performed during the outage? Please advise. | YES. The testing can ONLY be tested during a shutdow. We want a continuity test and a ground to neutral test. The G-N test can only be done while the panel is de-energized. The panel schedules will be confirmed and corrected as required. | |
Site Visit | Substantive | 8/16/22 | It was mentioned during the pre-bid site walk that some of the panels were more critical and would need to be replaced after hours (early morning or late evening). Please identify which panels will need to be replaced after hours | All panels are to be replaced after hours or during the weekend. | |
Site Visit/Panelboard Schedule/Drawings | Substantive | 8/16/22 | It was mentioned during the pre-bid site walk that we are replacing (21) panels and adding (1) panel for a total of (22) new panels. The panel schedule calls out (21) panels that are being replaced, however I do not see the (1) new panel on the panel schedule (panel schedule calls out the (21) existing panels and corresponding new panels). Electrical Room B054G-1 on drawing E106, calls for “New CLL-1B”, however in reviewing note #1 on E106, it appears that this panel is replacing the existing CLL-1B and relocating to a new location (Shifting approximately 90 degrees and being supported with a new stand). Does the listed “New CLL-1B” indicate a “new location” and is not intended to mean adding a new panel? | Yes the panel CLL-1-BB will be replaced and installed in a new location. Careful of the panel name. | |
Solicitation | Administrative | 8/16/22 | Will the government clarify if past performance information must be provided on either Attachment 09 – Experience Information Sheet or Attachment 11 – Specialized Experience Form? | use attachment 11- specialized experience form | |
Solicitation | Administrative | 8/16/22 | Page 68 mentions “Price (Price proposal shall be a separate file (clearly separated from the technical and past performance volumes)”. The past performance information is currently listed as Factor 1 in the technical proposal volume. Will the government clarify if Past Performance needs to be a separate volume to the Technical and Price (for a total of three proposal volumes)? | PPQ do not need to be in a separate volume. Just one volume and price proposal should in attachment 6 (price metrix | |
Solicitation | Administrative | 8/16/22 | Attachment 07 – Past Performance Questionnaire references solicitation #36C24822R0148 and requests completed forms be forwarded to Mr. Chris Lashure. Will the government clarify if PPQs are required for this procurement and if completed forms need to be included with offerors responses? If so, which volume is it to be included in? | yes, PPQ should be in volume 1 | |
Solicitation | Administrative | 8/16/22 | Will the government extend the page count for factors 2 and 3 of the technical approach? | yes,as much pages as needed | |
Solicitation | Substantive | 8/16/22 | Will ICRA containment be required within the closed doors of the electrical room during the panel replacement process? | Yes,please see included ICRA survey. | |
Drawings | Substantive | 8/16/22 | It is not clear if the existing feeders will be long enough to terminate to the new panelboards. It is also not known where these existing panels are fed from, and how long the feeder is. If we are to figure installing pull boxes in the runs to intercept the feeders, we still won’t know where we can install a pull-box and how much new wire is needed. Please advise of existing feed locations and their lengths to each panel. | The feeders all run down from the panel into the space below. All are accessible (per the VA). That is a location for installing boxes and wireways. | |
Site Visit | Substantive | 8/16/22 | During the site walk it would appear that most, if not all, of the feeders are entering through the bottom. Do we know if the feeder conduits are all accessible from below? | YES. The VA electrical dept confirmed that all conduit is accessible from below. | |
Scope of Work | Substantive | 8/16/22 | Will the VA allow any of these panelboards to be replaced during normal working hours (Y or N)? | No | TLS Services |
Scope of Work | Substantive | 8/16/22 | Please verify specifically which panelboards on this project are connected to the Hospital’s Essential Electrical System (EES)? | A026-1 includes: CLL-2-BA, CLH-2-BA, CDH-2-BA, EUL-2-BA, ELH-2-BA, EDH-2-BA. B-54G-1 includes: CLL-1-BB, 2C-1-BB, BB-CR2-LA. D093A-1 includes: CDH-3-BD sec 1 & 2, CDL-SUB, CLH-3-BD, EDH-3-BD. | TLS Services |
Scope of Work | Substantive | 8/16/22 | For those panelboards that ARE connected to the Hospital’s EES, what time during the day will the VA allow those panels to be removed and replaced (i.e. during normal working hours, evenings only, nights only, weekends only or Holidays only)? | All work will must be completed after hours or during the weekend. | TLS Services |
Scope of Work | Substantive | 8/16/22 | What is the desired time allowance (aka outage time) for each panel replacement to take place? (i.e. 6hrs, 8hrs, etc.) | All work will must be completed after hours or during the weekend. | TLS Services |
Scope of Work | Substantive | 8/16/22 | Will there be any temporary electrical service circuits required by the Contractor for circuits items that CANNOT be de-energized for an extended period of time? If so, please provide a specific list of the circuits | All work will must be completed after hours or during the weekend. | TLS Services |
Scope of Work | Substantive | 8/16/22 | Per E001, Note 6 under the "Scope of Work Summary", please clarify the testing requirements for each branch circuit. | YES. The testing can ONLY be tested during a shutdow. We want a continuity test and a ground to neutral test. The G-N test can only be done while the panel is de-energized. The panel schedules will be confirmed and corrected as required. | TLS Services |
Scope of Work/Specification | Substantive | 8/16/22 | Per E001, Note 7 under the "Electrical Notes", states that all patient care areas must complete equipotential testing /certification prior to returning to operational status. Please provide additional electrical drawings/details showing the patient care areas indicating what specifically needs to be tested by the Contractor (i.e., devices/equipment, etc. that are fed from the panels that will be replaced)? | List of panel panel schedules is included with equipment requiring equipotential grounding testing. These circuits should be confirmed and tested accordingly. | TLS Services
