REQUEST FOR INFORMATION
Source Content Dissemination Services (SCDS)
1. Description & Purpose
1.1. The National Geospatial-Intelligence Agency (NGA), in support of the Source Directorate, is seeking information on how an interested contractor could:
1.1.1. (Ref Section 3.1 in SOW) Provide Operations and Maintenance (O&M) support to a system and network that has the ability to ingest Foundation GEOINT products and data, tag metadata, catalog, and disseminate those products.
1.1.2. (Ref Section 3.2 in SOW) Organize their team to conduct modernization, patching, adaptive/corrective maintenance, maintain Security Technical Implementation Guides (STIGs), conduct tech refreshes and patches.
1.1.3. (Ref Section 3.3 in SOW) Expand functionality of the system to potentially replace and realign workflows to optimize and automate large bulk orders. May also require expansion of functionality to ingest, condition and provide for discoverability and dissemination for NGA product lines.
What specialists would an interested contractor secure the services of for this effort? How would an interested contractor not only respond to these taskings, but proactively stay ahead of them, to minimize the buildup of technical debt?
1.2. Given the system referenced in section 1.1, how would the contractor provide additional development of an application capable of replication and dissemination of geospatial vector data to multiple locations, potentially with limited network connectivity. For the purpose of this RFI, please consider the following hypothetical development efforts, and provide your technical and management approach to how you would prepare and execute them:
1.2.1. The NGA system for storage and dissemination of Foundation GEOINT must be developed further to replicate data from a production database to a dissemination database compliant with a pre-existing cloud-based architecture. This replication process has to provide automated replication with a remote node, needs to ingest 1000 features within 24 hour and sync every 28 days.
1.2.2. The NGA system for storage and dissemination of Foundation GEOINT must be developed further to publish Open Geospatial Consortium (OGC)-compliant web services like Web Mapping Service (WMS), Web Feature Service (WFS) for consumption by Map of the World, Globe Store Front and other viewing applications.
1.2.3. The intended user of the NGA system for storage and dissemination of Foundation GEOINT requires the ability to author base maps in vector tile and other formats and publish them as web services for consumption by the Map of the World and other applications and to be able to update as necessary.
1.3. The purpose of this Request for Information (RFI) is to determine those who can satisfy the requirements for a potential RFP.
1.4. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
