About this file

This is a Questions and Answers document for the Law Enforcement Systems and Analysis (LESA) Professional Support Services RFI, containing 23 industry questions and government responses regarding the draft Performance Work Statement (PWS). Key clarifications include that the program requires support in six main areas (including the Program Administration Unit), will follow Agile frameworks, and requires contractor assistance with Risk Management and ATO support. The government indicates several quantities and ranges are "undetermined at this time," including systems supported, deployment frequency, dashboard requirements, and report volumes.

The document addresses workforce logistics, confirming that DC is the primary performance location with flexible remote/hybrid work options available when permitted by agency policy. The government clarifies that while the transition period is 90 days, specific BI process timelines are undetermined. The acquisition strategy remains under development, with both small business participation and use of the OASIS+ vehicle still under consideration. Financial reporting requirements focus on contract burn-rate and billing history tracking. The government indicates that contractors will receive system access and documentation after security clearance, and the incumbent will provide detailed knowledge transfer during transition.

13.0 Scope, Para 14QThe PWS indicates support will be required in six main areas but only five are listed. Please confirm if there is a sixth area or only the five listed. The sixth area is the Program Administration Unit which supports LESA leadership and the operational units by prioritizing, and coordinating internal activities consistent with ERO’s mission, policies, and operating principles.
2PWSMultipleQWill the Government consider providing quantified ranges in the PWS for key areas. By providing offerors expected quantities, the Government will help offerors understand a realistic staffing mix and price to suitably meet requirements and will discourage undervalued and/or inaccurate bid prices. The govertnment requires a staffing mix that meets business needs and is flexible to changing priorties/conditions.
3PWSMultipleQAn estimated range of systems supported and the type/frequency of deployments for Task 4.2.2: Support of the Deployment, Training & Communications Section per yearUndetermined at this time.
4PWSMultipleQAn estimated range of dashboards/visualizations, complexity/volume of records for "all LESA data", and number of ad-hoc activities for Task 4.3.3: Data Visualization & EngineeringUndetermined at this time.
5PWSMultipleQAn estimated range of systems and frequency/scale of User Acceptance Tests for Task 4.4.1: Managing IT ProjectsUndetermined at this time.
6PWSMultipleQAn estimated range of reports for Task 4.5.4: Data Visualization & Engineering (Reporting)Undetermined at this time.
7PWSSec 4.2QSection 4.2 discusses activities associated with deploying and fielding technology. Does LESA have a pre-determined deployment cadence, and if so, is it prescriptive across the organization or dependent on product or platform? If not, will the contractor have the opportunity to shape and inform LESA's deployment approach, dependent on mission requirements (e.g., major and minor releases, CI/CD, etc.)?Undetermined at this time. However, the contractor will assist with planning the timing, scope, and overall approach for deployments.
8PWSSec 4.4QThe PWS includes tasks related to Agile Development (e.g., writing user stories) (Page 16). Does ICE currently follow specific Agile frameworks (Scrum, SAFe, etc.)Yes
9PWSGeneralQWill the contractor be responsible for Risk Management and ATO support? The contractor will assist with Risk Management and ATO support.
10PWSDeliverablesQIs a schedule in an MPP format supposed to be part of the Project Plan?Microsoft Project Plan (MPP) was not specified in the PWS.
11PWSSec 7.1.1QUnder the Senior Project Manager, what Financial reports are required? The financial reports metric are the burn-rate and billing history of the contract.
12PWSTransition in/outQThe transition period objective of 90 days in PWS 13.0 is somewhat dependent on the government’s BI process timeline. Could the government please provide some current average for the ICE BI process from submission of required paperwork to approval to begin support?Undetermined at this time.
13PWSTransition in/outQDoes the government have similar Transition Out requirements in place for the current performer? i.e., will there be a smooth transition and turn over of knowledge, ongoing efforts, etc.The departing contractor will identify critical knowledge, create a detailed transfer plan, conduct on-the-job training, utilize mentorship and shadowing, and training documents to transfer essential information to their successor.
14Clarification on ScopeN/AQClarification on Scope: Could the government provide additional details regarding the specific deliverables, including reporting requirements, technology platforms, and expected integration outcomes?Unfortunately, we cannot accommodate this request however, there are reports available to the public on the ICE public website that can be used for reference.
15Access to ResourcesN/AQAccess to Resources: Will contractors be provided with access to existing systems, documentation, or personnel during the onboarding phase? They will be given access to existing systems, documentation, or personnel once they are cleared by Security and the Program Office.
18GeneralN/AQHas the government made a decision on small business participation? Not at this time however, nothing is off the table and everything is taken into consideration.
19RFIPage 1QWhat is the time frame after the RFI submission, will the government determine small business set aside opportunities for involvement?RFI closing date is 01/03/2025 at 12:00 PM EST. Yes.
20RFIPage 2QWill the government pursue the OASIS+ vehicle since awardees were just announced?Currently, nothing is off the table and everything is taken into consideration.
21PWSPar 14, Page 44QWhen will the other CONUS locations for employment other than DC be determined?DC is the location for performace. We really do not have a requiement that dictates work be done outside of DC, do we?
22PWSN/AQWill remote work or hybrid work be available in supporting this effort?Currently, our agency supports a flexible work options (remote or hybrid work) whenever job permit as long as the agency's established work schedule guidelines and policies regarding when and how to access flexible work arrangements are followed. However, the government does anticipate having in-person meetings and some work to be performed at ICE HQ at times.
23PWSPage 32QDraft PWS starting on page 32 list several positions (Data Analyst, Data Engineers and Data Scientist). As a Data Science company we recognize these are highly specialized skills. How does the government intend to map these skills to the provided "Attachment 3", which does not reflect any of these positions? The PWS that was published is a draft and we are looking for input from the industry to be able to refine the final version.
