Performance Work Statement

1.0 PURPOSE

The purpose of this PWS is to obtain contractor support and disciplines to conduct analysis to ensure better accountability, consistency, and efficiency of statistical reports, briefing papers, and responses to requests from DHS, Congress, and the White House. The contractor will provide deployment support for ICE Information Technology (I.T.) initiatives, operations research and strategic analytics, and business process analysis and transformation project support. Tasks focus on, but are not limited to, efforts designed to generate improvements in the immigration enforcement lifecycle.

Support will include conducting business process and requirements documentation sessions with varied stakeholder groups, process analysis studies, white papers, feasibility studies, cost-benefit analyses, configuring software support tools, piloting recommendations, developing implementation plans for operational changes, and developing training content. Implementation plans should incorporate input from as many stakeholders as feasible to encourage ownership and operational support. LESA will manage these efforts through existing ICE structures that include Integrated Project Teams (IPT) and Working Groups (WG).

2.0 BACKGROUND

The ERO Law Enforcement Systems and Analysis (LESA) division is responsible for helping inform the development of ERO strategies and supporting continuous enhancement of ERO business processes to execute those strategies. Through data collection and analysis and technology and process improvements, LESA delivers tools, studies, and recommendations that assist ICE’s decision-making and planning (strategic, business, and operational). LESA studies ICE’s operations and resources (personnel, processes, technology, and infrastructure) to find areas for continuous improvement.

LESA’s service offering is comprised of seven major operational units, five of which will seek operational support that ensure the right resources are in the right place, and that agency-wide, ICE is making better, more informed decisions:

Deployment and Transformation Unit: The Deployment and Transformation (D&T) Unit provides project management and business analysis support to ensure that identified business needs can be met through business process improvements, technological enhancements, and greater internal or external information sharing. D&T comprises two sections. The Deployment Training and Communications section facilitates system deployment and releases, as well as training and communication planning across LESA. The Transformation Programs section oversees the Title 8 (T-8) portfolio and facilitates the development and management of new technical solutions.

Strategy and Operations Analysis Unit: The Strategy and Operations Analysis (SOA) Unit provides strategic support through organizational planning, workforce analysis and planning, and implementation planning; and analyzes ERO and stakeholder data to provide historical and real-time evaluation of agency metrics such as yearly removals, estimated detention space levels, as well as subsequent criminal activity assessments.

Information Technology Management Unit: The Information Technology Management (ITM) Unit generates business requirements to ensure I.T. systems meet the operational and reporting needs of each AOR, ERO leadership, and all stakeholders. ITM coordinates the prioritization of I.T. solutions as well as develops new and modernizes existing technologies in support of ICE objectives.

Statistical Tracking Unit: The Statistical Tracking Unit (STU) is the official statistical reporting unit for ERO. STU ensures the accountability, consistency, and efficiency in the statistical reporting of ERO operations. STU supports the analysis of key performance metrics by establishing and maintaining key reports/queries. STU also assesses barriers to the ICE Integrated Decision Support System (IIDS) reporting system/Enforcement Operational Records System (ENFORCE) and develops action plans for improvement.

Data Quality and Integrity Unit: The Data Quality and Integrity (DQI) Unit is dedicated to improving the accuracy and reliability of immigration enforcement and removal data. DQI supports ERO by ensuring that data is correctly entered in Immigration and Customs Enforcement (ICE) systems, information is compliant with policy and best practices, and that data quality assessment and measurement standards are applied throughout the ERO immigration lifecycle.
