ANNOUNCEMENT

The State of Washington is in the process of developing specifications for Flooring and Installation and is requesting input from the business community. The current statewide contract title 01820 Flooring and Installation is due to expire on September 30, 2024.

BACKGROUND

This statewide contract is for Flooring and Installation by State Agencies and qualifying organizations who have signed the Contracts Usage Agreement (CUA). A list of CUA members is available at CUA Members.

This contract is for the purchase of flooring and/or installation services for Carpet, Carpet Tile, Luxury Vinyl Plank/Tile, and Rubber Flooring. This Contract does also allow for minor site repairs or routine work needed for installation, including but not limited to minor crack or joint repair, surface preparation, and routine levelling.

Current sales approximate $1,800,000 per year.

QUESTIONS

1. Installation. Does your Company have on-staff installers who provide - installations or are the majority of the installations accomplished by subcontractors?

Installations completed by Bidder’s Staff: Yes ☐ No ☐ Installations completed Subcontractors: Yes ☐ No ☐

2. Square Foot Bid Installation Pricing. The current contract has pricing by the square foot. Please describe any benefits for this pricing model.

3. Prevailing Wage Bid Installation Pricing. If the contract pricing was for Bidder to provide a percentage above Prevailing Wage (PW), where the percentage included overhead, profit, all travel and other business factors in bid amounts/percentages. Could your Company bid Prevailing Wage plus that percentage?

4. Square Foot Bid Pricing. Would prevailing wage plus percentage bid pricing prohibit your Company from bidding on any future solicitations?
