REQUEST FOR INFORMATION
RFI-HHS-OIG-20190001
Health and Human Services Office of Inspector General
1.0 Description
The HHS/OIG in support of the Protecting Indian Health and Human Services Programs is seeking information on how an interested contractor could develop and deliver a program supporting American Indian and Alaska Native (AIAN) Grantee and Healthcare Compliance Training
1.1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the HHS/OIG is not at this time seeking proposals and will not accept unsolicited proposals.
Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it may be synopsized on the Federal Business Opportunities (FedBizOpps) website or other Government Procurement e-Portal.
2.0 Background
OIG has providing training to programs serving AI/ANs, most recently via its 2017 and 2018 in-person preliminary and exploratory training program, Protecting Indian Health and Human Services Programs and their Beneficiaries: The Basics of Health Care and Grants Management Compliance. However, a continued and sustainable training program is not possible without additional resources and represents a missed opportunity for education and outreach to this population that is disproportionately affected by issues such as the opioid epidemic.
By amplifying previous training efforts, enhancing the training program, and ensuring that the training is sustainable, OIG will maximize the impact of its work. Creating an innovative and sustainable training represents a way for OIG to continuously and directly provide technical assistance to health care providers and grantees to equip them to prevent and detect fraud, waste, and abuse, such that HHS funds are used as they are intended and to ensure AIAN receive quality care. The training will be a key element of OIG’s efforts to ensure that HHS funds are protected and that AI/AN communities receive maximum value and benefit from services.

3.0 Requested Information
The Health and Human Services Office of Inspector General seeks to develop a training program to address grantee and healthcare compliance for American Indian and Alaskan Natives (AI/AN) grantees and healthcare providers. The training will include both in-person and online session.
The training will provide participants with tools for creating, enforcing, and supporting grantee and healthcare compliance, understanding of the importance of internal controls, and the knowledge of key elements for ensuring quality of care and service delivery. Following the completion of the program, measurement of the extent to which participants knowledge increased, and the extent to which they accessed and used the provided resources (i.e. toolkits etc.). After the trainings and accessing online resources, providers and grantees should be better equipped to comply with federal grantee and healthcare compliance requirements and develop policies, procedures, and internal controls to prevent and detect fraud, mismanagement of funds, and improper billing.
The training would provide outreach and education to beneficiaries or providers regarding approaches to identify, report, or prevent fraud. In addition, it addresses elements of other Department of Health and Human Services (HHS) priorities, including:
(1) fraud prevention that targets the most egregious cases and limits burden on providers that are not committing fraud or abuse;
(2) addressing fraud and abuse in the prescribing of opioids, including drug diversion; and
(3) addressing fraud and abuse in treatment of serious mental illness.
The objective of the training would be to provide participants with four key takeaways:
1. learn about tools for combatting fraud and abuse, including compliance programs,
2. understand the importance of internal controls
3. identify key elements for ensuring quality of care and service delivery, and
4. know who OIG is and how OIG works with providers serving AI/AN communities.
Possible session topics include:
• Overview of compliance programs and other tools for combatting fraud and abuse
• Primer on internal controls
• Fraud and Abuse Statues, Administrative Authorities and Self-Disclosures
• Tackling the opioid epidemic in Indian country in partnership with other Federal Agencies
• Achieving quality of care in partnership with other Federal Agencies
The Government is seeking a contractor(s) to perform various duties related to our grantee and healthcare compliance training. The contractor(s) shall provide project management, marketing campaigns, logistics for up to four in-person trainings (including the ability to travel to training locations to execute in person), curriculum development for both in-person and online training resources, execution of online resources possibly to include website design, filming, and video editing, technical writing to draft and edit in-person training and online documents, metric development and measurement, and other training associated tasks.
