About this file
This is a Sources Sought Request for Information (RFI) issued by United States Special Operations Command (USSOCOM) for a Miniature Stand-off Precision Guided Munition project. The market research aims to identify industry capabilities for developing a small form factor air launchable munition compatible with USSOCOM Group II and III Unmanned Aerial System (UAS) assets, capable of delivering kinetic and/or non-kinetic effects.
The RFI requests interested participants submit a white paper containing company background information, including CAGE code, DUNS number, contact details, and available contract vehicles. Respondents should demonstrate experience with Modular Open Systems Architecture (MOSA) and Open Systems Architecture (WOSA), provide examples of successful assessments, and highlight capabilities for minimal Non-Recurring Engineering (NRE) efforts. The document emphasizes that this is not a formal Request for Proposal (RFP) and responses will be used solely to inform USSOCOM's acquisition strategy for the munition project, with no guarantee of future contract award.

PURPOSE: Market research is being conducted by USSOCOM SOF Acquisition, Technology, & Logistics (SOF AT&L). Program Executive Office – Fixed Wing (PEO-FW) to better understand industry capability and expertise in rapidly providing a small form factor air launchable munition that is capable of providing kinetic and/or non-kinetic effects by USSOCOM Group II and III UAS assets.
Interested participants are requested to follow submission guidelines described to minimize expending extensive effort in preparing a "White Paper" that may not be considered or submitting unneeded proprietary information. All proprietary information will be safeguarded in accordance with FAR 3.104 and 18 U.S.C. § 1905.
Respondents should include the following information in White Paper at minimum:
Background info:
· Provide your company’s name, mailing address, CAGE code, DUNS identification number, Point of Contact (POC), telephone number, and email address.
· Identify any available contract vehicles your organization currently holds (i.e. GSA Schedule, GWACs, etc.) as well as the contract vehicle number(s) of relevant contracts dealing with small munition EMD and/or production efforts that would allow rapid implementation.
· Describe your organization’s MOSA and WOSA experience. Examples of successful MOSA and/or WOSA assessments would be beneficial.
· Clearly identify the organization’s experience and capability to perform minimal NRE for a small form factor (<15 lbs.) item but more readily available (6-9 months) for rapid implementation.
· Vendors with experience in integrating this class of munition on USSOCOM SOF assets are preferred. Desired information on the light munition includes, but is not limited to:
Cost:
· Provide cost per munition based on quantity breakouts
· Provide any additional costs necessary to qualify the munition and any required government resources
Schedule:
· Provide production status if currently in production
· Provide a top-level schedule based on munitions current TRL/MRL
· Include top risks (long-lead items, etc.) and key assumptions
· Include any Safety Review Boards (Fuze) or if the item’s design has been through a Technical Assist meeting
Performance:
· Has the item been cleared for employment from any Group II and/or Class II UAS’
· Describe the kinetic payload and description of capability
· If item has kinetic capability what modes and how selected
· Munition to platform comm and electrical paths (1760, RS232, etc.)
· Does it/has it been integrated with Battle Management System (BMS)?
· What is the Terminal Guidance solution/system (EO/IR, GPS/INS, etc.)?
· What is the Control Architecture (Data link, etc.)?
· Does it have Autonomy Capability (swarm, coordinated employments, etc.)?
· What is the Release Interface (BRU, custom launcher, etc.)
· Does it have Moving target capability? If so, is it Tested?
· What is the Standoff range or glide ratio?
· What is the Acoustic signature?
· AltPNT integration/capability?
Whitepapers should not exceed 10 pages. Submitted Unclassified whitepapers are discouraged from being marketing in nature. In addition, a one-page MS-PowerPoint “quad chart” (system description, schedule & ROM cost, risks, opportunities), may also be submitted with the white paper (quad chart will not count against the 10 pages).
White papers will be accepted for 15 business days after date of RFI posting and can be submitted via email to the following:
