About this file
This Statement of Requirement (SOR) outlines Air Combat Command's (ACC) need for a virtual communication training platform specifically designed for First Sergeants. The platform must enable interactive, web-based conversation simulations with virtual characters representing realistic Air Force personnel, allowing users to practice communication skills through audio or video responses. Key requirements include intelligent feedback mechanisms that evaluate user responses, a module-based training structure, embedded virtual trainer support, and customizable content that can be tailored to evolving policies and mission needs.
The technical solution must be web-accessible, compliant with DoD cybersecurity standards, and scalable across ACC units without requiring proprietary hardware installations. Deliverables include a fully functional training platform, customizable communication modules, reporting and analytics tools, user adoption materials, and technical documentation. The primary target users are Air Force First Sergeants operating in U.S. military workplace environments, with the ultimate goal of enhancing interpersonal communication skills through a realistic, secure, and judgment-free virtual training environment that supports the Diamond Care Continuum initiative.

Statement of Requirement (SOR) Diamond Care Continuum – Virtual Communication Training Platform for First Sergeants Air Combat Command (ACC)
1. Objective Air Combat Command (ACC) requires a cost-effective, virtual communication training platform to enhance the conversational competencies of United States Air Force First Sergeants. The platform shall support the Diamond Care Continuum initiative and align with efforts to improve the quality and effectiveness of interpersonal interactions between First Sergeants and Airmen.
2. Purpose The purpose of this requirement is to acquire a scalable and interactive virtual training solution that helps First Sergeants build, practice, and refine their communication skills in a realistic, secure, and judgment-free environment. The platform must include features to foster user engagement, provide performance feedback, and support leadership oversight through transparent reporting mechanisms.
3. Key Capabilities Required
a. Virtual Conversation Simulation The platform must enable users to engage in simulated conversations with virtual characters or avatars representing realistic Air Force personnel.
Conversations should reflect challenging and common workplace scenarios relevant to First Sergeant duties.
Users must be able to respond via audio or video, with their input captured and analyzed by the system.
b. Intelligent Feedback and Assessment The platform must evaluate user responses based on intent, tone, clarity, and alignment with best practices in communication.
Feedback should be constructive and aimed at helping users improve communication effectiveness over time.
The system should compare user responses against pre-defined ideal responses and generate a Learner Assessment for continuous development.
c. Embedded Training Support A virtual or pre-recorded "Trainer" capability should be available to guide learners throughout each simulation.
The Trainer should offer contextual advice, background information, and strategies to help users navigate each scenario.
d. Module-Based Structure The training content shall be delivered through distinct modules, each representing a conversation type or scenario.
Modules must be customizable by government administrators to reflect evolving policies, procedures, or mission-specific needs.
Role-based access should allow different users to engage with content tailored to their training needs and responsibilities.
e. Feedback and Reporting Mechanism The solution must support feedback, allowing both the learner and their supervisor or designated reviewer to monitor progress and performance.
Reporting tools must provide transparency into individual and aggregate user data, accessible via dashboards or reports.
f. User Engagement and Adoption Support The vendor shall propose and deliver a user adoption plan that includes learner engagement strategies, communication planning, and supervisor support mechanisms.
The goal is to ensure effective onboarding, sustained engagement, and consistent use of the training platform across ACC units.
4. Performance and Technical Requirements The platform must be web-based and accessible via DoD-approved devices and networks, compliant with cybersecurity standards (e.g., NIST, RMF, or DoD 8500).
The solution should not require installation of proprietary hardware or software and must support scalability to accommodate varying user volumes.
The vendor must ensure availability, technical support, and the ability to update content modules as directed by the government.
5. Target Users The primary users are Air Force First Sergeants operating within U.S. military workplace environments. The solution should be tailored to this audience, with content, avatars, and scenarios that reflect their unique leadership and communication responsibilities.
6. Deliverables A fully functional virtual training platform with all required capabilities
Customizable communication training modules
Reporting and analytics tools
User onboarding and adoption support materials
Technical documentation and cybersecurity compliance evidence
7. Period of Performance and Support Vendors should propose a timeline and support model that ensures uninterrupted use and regular updates.
