About this file

This document is a Questions and Answers (Q&A) summary dated May 29, 2024 related to a Request for Information (RFI) for Elastomeric Half Mask Respirators (EHMRs) issued by the US Army DEVCOM Soldier Center.

The RFI seeks to identify sources that can provide EHMRs that protect against biological threats. Key requirements include achieving an overall fit factor of more than 100 for most users, having apparent fit/loss of fit for the user, being comfortable for long-term use, and being simple to don and decontaminate. The government is also interested in options that provide source control in addition to respiratory protection. Respondents are asked to provide product specifications, packaging, operating/training instructions, cost, availability, and estimated production rates. The government anticipates a 4-8 week lead time. Responses to the RFI are due by May 28, 2024.

Vendor Questions/ Answers 29 MAY 2024 Q: We would like to understand the quantities for years FY24 and FY26 and why they are so much larger than the other years. Could you please explain?

A: The increased quantity amounts in those fiscal years are tied to the additional amount of funding available to procure compared to FY25, FY27, and FY28.

Q: What specific type(s) of biological threats is the EHFR required to protect against?

A: No specific biological threats have been identified. The filters would need to meet NIOSH filtration ratings (i.e. 99.97% efficiency).

Q: Are all the components (face piece, replacement parts and filters) all required to be made in the USA? Buy American Act compliant? Or, may there be foreign sources of some of the materials/parts?

A: No requirement to be made in the USA, but it is preferred.
