About this file
This document contains a set of Questions and Answers related to an upcoming Request for Information (RFI) for Elastomeric Half Mask Respirators (EHMRs). The RFI is being issued by the US Army DEVCOM Soldier Center to identify potential sources and specifications for EHMRs that can provide respiratory protection against biological threats.
The key details include:
- Projected quantities of EHMRs and additional filters needed over a 5-year period from FY2024 to FY2028
- No specific size requirements, but vendors are asked to provide cost and timeline information based on their own assumptions
- Initial mask deliveries should include a pair of filters, with extra filters quoted per unit
- Small business participation is encouraged, and consideration may be given to multiple contractors based on capacity
- Bulk procurements are anticipated, unless under a Continuing Resolution, in which case purchases may be staggered
- No brand-specific product requirements; the RFI is seeking to identify commercial products to meet the need
- Responses to the RFI are due by May 28, 2024 via email to the specified points of contact.

Amendment to Answer Questions:
Q1: What is the quantity requirement and the time period with the expected delivery schedule?
A1: Please see projected quantities below. This would be the maximum amount of masks requested to be procured/delivered, however will most likely be less than those quantities once other funding requirements are factored in. Timeline for FY24 deliveries would be as soon as possible.
Also, please note the request for additional filters in the table below. It is not required as part of this RFI, but if you have cost and availability of those products as well it would be appreciated.

Q2: Do you have a requirement for quantity/delivery schedule by size?
A2: We don’t have any size specifications to provide for consideration. If you can please make some assumptions and provide an appropriate cost and timeline it would be appreciated.
Q3: Do you want the EHMR’s priced with filters? Or are you wanting the mask and filter to be delivered separately? Are the quantities of the replacement filters by the each or pair?
A3: Yes, the initial mask delivery should include a pair of filters. All extra filters should be quoted as “each”.
Q4: Is small business participation encouraged?
A4: Yes Q5: In order to meet annual and potentially a 5 year demand schedule, will consideration be given to multiple contractors based on contactor capacity?
A5: Possibly. The contracting/procurement strategy is TBD.
Q6: Will consideration be given to small businesses that have limited supply capacity, fixed yearly supply schedules?
A6: It depends on the quantities that can be produced on an annual basis.
Q7: Will purchases be made on an annual bulk quantity basis or monthly Delivery Orders will be placed with potential contractors?
A7: It is anticipated that bulk procurements will be made, unless the Federal Government is under a Continuing Resolution (CR). In the event of a CR, purchases may be staggered throughout the fiscal year.
Q8: Are there any Brand specific product requirements?
A: No. The purpose of the RFI is to identify commercial products to satisfy the requirement.
