About this file
This file is an instruction template for Attachment C, a one-page system summary form designed to capture key specifications and capabilities of Small Unmanned Aircraft Systems (sUAS) dock platforms proposed in response to the DFR sUAS Dock System and Services RFI issued by U.S. Customs and Border Protection (CBP). The template is part of the pre-solicitation market research conducted by U.S. Border Patrol to assess current industry capabilities and technological maturity of drone-as-first-responder systems.
The template requires vendors to provide comprehensive technical and operational data organized into five primary categories: physical description (dimensions, weight, power specifications), autonomy/software/integration capabilities (AI, command and control integration, data security), suitability/readiness metrics (operator requirements, turnaround time, FAA approvals, TRL/MRL levels), and performance characteristics (flight endurance, control range, speed, environmental tolerances). Specific submission requirements include cost breakdowns for total system, dock, airframe, and sensor packages; manufacturing lead time and production capacity; platform classification by weight category (Nano through Small); RF spectrum information and frequency licensing details; sensor performance specifications at defined altitudes (400 ft and 1,200 ft) for electro-optical and infrared capabilities; and any unique or integrated capabilities such as encrypted communications, object avoidance, video analytics, ADS-B transponders, or communications relay functionality. Respondents must submit one Attachment C form per proposed system, with instructions specifying inclusion of motor/propeller characteristics, battery specifications, noise levels, shipping/transport configurations, gimbal stabilization options, and optical/digital zoom capabilities.

Instructions/Guidance for filling out Attachment C - 1 Page Summary
The purpose of the 1 page summary is to provide an easy overall reference for the Dock and sUAS platform that your company has developed. This summary should provide an overview of the size, cost, and capabilities of the system.
Provide a separate Attachment C for each system proposed.
Company Name / Platform Name / Size / Cost / Production.
Size: Nano: Gross takeoff weight < 250 grams (g); Micro: ≥ 250 g and ≤ 2000 g; Very Small: > 2000 g and ≤ 9.1 g; Small: > 9.1 and ≤ 25 kilogram.
Cost – Total cost and cost of airframe and sensor packages.
Manufacturing Lead Time – Days after contract award for delivery of 1st unit and number of units per month thereafter.
Platform (Aircraft) Description:
General physical description of system: Baseline with Sensors / Maximum gross takeoff weight / Maximum Payload weight - Power source and weight Radiofrequency spectrum information: Does it operate in unlicensed or is there equipment certification and frequency assignments (licenses) for CONUS use. For licensed frequencies, list frequencies for control link, ATC radios, transponders, detect and avoid systems, and navigation systems.
Shipping/transport weight: Include packaging/pelican case configurations / power/battery weights. What comes with the airframes?
Platform Performance: General performance characteristics of airframe with propulsion system. Noise levels if available. Endurance of system under various conditions. Provide motor/propeller characteristics (ie, volts, prop size, Kv, RPM). Power source/battery characteristics. List types of sensors that can be used (more detail on EO/IR in next boxes).
Sensor - EO Performance: Performance at 400ft and 1200 ft elevation in terms of detection/identification of human/animal/conveyance in both day and darkness conditions. Provide characteristics of day camera, gimbal and stabilization. Low light as well as optical zoom/Field of view options. Digital zoom? Sensor size and recording capability.
Sensor - IR Performance: Performance at 400ft and 1200 ft elevation in terms of detection/identification of human/animal/conveyance in both day and darkness conditions. Provide characteristics of IR camera capabilities including gimbal and stabilization. Field of view options. Sensor type and size and recording capability.
