About this file

This is a Request for Information (RFI)/Sources Sought document from Brookhaven National Laboratory seeking information about a dilution refrigerator for superconducting quantum circuit measurements. The document is issued by Brookhaven Science Associates, LLC under a Prime Contract with the U.S. Department of Energy, specifically for the Co-design Center for Quantum Advantage (C2QA). The RFI seeks detailed information from potential suppliers about a cryogen-free dilution refrigerator system with specific technical requirements, including a base temperature < 10 mK, continuous operation at 20 mK, cooling power ≥ 16 μW, a 2-stage pulse tube cryocooler, automated gas handling system, and integrated wiring and electronics for quantum circuit measurements.

Interested vendors are asked to respond by November 25, 2025, via email to Crystal Lopez (clopez1@bnl.gov) with detailed information addressing 11 specific questions about capabilities, site preparation, equipment specifications, manufacturing location, warranty, and a list of similar installations. The RFI emphasizes that this is an informational request only, not a commitment to purchase, and is intended to help the Department of Energy's Office of Basic Energy Sciences survey available resources. Respondents are expected to outline their capabilities, estimated lead times, budgetary pricing, and any exceptions to the provided terms and conditions.

Request for Information (RFI)/Sources Sought

No. 471600 Dilution Refrigerator for Superconducting Quantum Circuit Measurements

To all Potential/Interested Suppliers, Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding a dilution refrigerator for superconducting quantum circuit measurements as outlined in the following attachments:

Attachment A – Technical Specifications Dilution Refrigerator Attachment B – BNL-QA-101 Revision 04/2025

Please note that this is an RFI/Sources Sought notice, not a Request for Proposal, and no solicitation exists at this time.

This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.

Background:

The Co-design Center for Quantum Advantage (C2QA) at Brookhaven National Laboratory is planning to acquire a dilution refrigerator system for near-quantum-limited characterization of various quantum information circuits (“DRSQ”), including superconducting qubit and high-Q microwave resonators. The DRSQ should be a cryogen-free (“dry”) system and optimized for high-fidelity DC/RF measurements of superconducting circuits. It must enable integration of multiple RF (microwave and millimeter-wave) lines with cryogenic filtering and amplification, sufficient DC wiring for device control, and infrastructure to support near-quantum-limited readout.

This RFI describes specifications for a dilution refrigerator platform for high-fidelity DC/RF measurements of superconducting circuits at mK temperature. The system must include the following components: (1) A modular, cryogen-free dilution refrigerator that has base temperature < 10 mK and is capable of continuous operation at 20 mK (100 mK) with cooling power ≥ 16 μW (≥ 400 μW) at the mixing chamber (MXC); (2) a fully integrated, 2-stage pulse tube cryocooler that delivers a cooling power ≥ 2.35 W at 4.2 K; (3) a modular, automated gas handling system (GHS) that is capable of full system diagnostics; (4) modular wiring for DC and RF I/O signals to MXC; (5) various cryogenic electronics ready for quantum circuit measurements; and (6) computerized control hardware/software and thermometry interface. The vendor must provide onsite service that covers system installation, start-up, and training.

Please provide the following information:

1. Can you provide a tool with specifications meeting or exceeding the request in this document?

2. Can you provide a site preparation guide?

3. What are room requirements for the instrument (temperature control, electricity, vibrational etc.)?

4. What are the footprints of the proposed equipment?

5. What is the model of the compressor to be used for cryogen-free cooling? What is the operation voltage for the compressor?

6. Does the system allow low-temperature electronics be configured/replaced by customer?

7. Does the tool have electrical safety certification equivalent to UL/ETL/NRTL?

8. If certain requirements cannot be met, please indicate what can be achieved and demonstrated.

9. Would the system be manufactured in the United States? If not, what is the country of origin of the product?

10. What kind of warranty or servicing plan products do you offer?’

11. Could you please share a list of similar tools (no less than 10) that the vendor has installed in

US/Worldwide research institution/facilities (specified in the list).

We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than November 25, 2025.

BSA prefers electronic submissions of submittals. Electronic submissions will be accepted by the following method:

• Email submissions should express your interest and describe your capabilities related to delivering this product. Emails shall be sent to Crystal Lopez, clopez1@bnl.gov with the BSA RFI 471600 in the Subject Line.
