# Question Response
1 Concerning selective redundancy & robustness: Is a redundant cryocooler required?
Details will be described in the draft LandIS Requirement Document (LaRD) provided with the dRFP. It's not our intention to require a redundant cryocooler, if a cryocooler is proposed. The intent is to ensure robustness without explicitly specifying all design details.
2 Regarding the requirement of off-nadir imaging:
For off-nadir imaging, LandIS must remain thermally stable to meet radiometric requirements and to allow swift resumption of in-spec nadir imaging afterwards.
Spatial requirements do not need to be met while pointing off-nadir. We will be rolling the S/C, and we are not asking to steer the instrument. Details will be provided in the draft LaRD.
3 On the Authorization To Proceed and project milestones: This will be specified in the dRFP.
What are the rules going to be for spacecraft discussions during the Instrument procurement blackout? Will spacecraft teams still be allowed to meet or talk with the program office?
Before release of the dRFP, communication regarding the LandIS procurement may be directed towards the LandIS CO or LandIS Payload Systems Manager. After release of the dRFP, communication shall be directed only to the LandIS CO.
Offerors participating in any LNext spacecraft procurement are encouraged to monitor the spacecraft solicitation for any potential Organizational Conflict of Interest (OCI) restrictions.
If a company supports both instrument and spacecraft teams, is a firewall being required after instrument procurement but before spacecraft procurement?
The Government does not believe there will be firewalls required by the LandIS contract, however Offerors are encouraged to monitor the LandIS RFP for any OCI restrictions.
6 On the proposal submission: is the proposal submission fully electronic? Submission will be fully electronic. Instruction for submission will be in the dRFP.

7 For a company that has any major subcontractor(s), will that subcontractor be required to submit full BOE’s, etc. as part of the cost volume?
Major sub-contractor(s) will be required to submit full BOE. Details will be addressed in the dRFP about significant subcontractor requirements.
If so, can their submission(s) be sealed so that the prime contractor does not receive subcontractor proprietary financial data such as rates? Details will be included in the dRFP.
If subcontractor submissions are sealed/separate, what submission process would you like the teams to follow so that files are correctly associated with the Prime’s submission?

8 Will NASA consider classified programs as part of Past Performance? If so, how should companies plan for that submission?
We will not handle any classified information as part of this procurement. We are not restricting any unclassified information provided to us. This will be up to the vendor.
9 What FY dollars would you like the proposal to use? Instruction will be provided in the dRFP.
10 Is there any flexibility to the anticipated funding profile to allow for things such as multiple buys, long lead procurements, etc.?
The percentage funding profile will be included in the dRFP. Proposals need to comply with the profile.
11 GSD requirements on SWIR bands:
Details are specified in draft LaRD.
SWIR1 is 10m SWIR 2a, SWIR 2b, SWIR 2c are 20m.

12 How are the instruments mounted to the spacecraft? Which direction points to the Earth?
Details are specified in the draft Interface Requirement Document (IRD) provided with the dRFP.
The Observatory Orbital Reference Frame is a right-handed, orthogonal, XYZ coordinate system defined such that the origin is at the Observatory center of mass (CM), the +Z axis points toward Geocentric Nadir, the +X axis is coplanar with both the +Z axis and the Observatory inertial velocity vector (and is in the general direction of the Observatory inertial velocity vector), and the +Y axis completes the right-handed, orthogonal coordinate system.

13 Clarification with respect to Concept of Operations and/or nighttime and/or over water imaging:
Initial model of mission operations is described in the draft DRC-18 document provided with the dRFP.
All bands are to be acquired for all imaging.
14 Is there a minimum value for past performance contract value in the RFP? Requirements for past performance will be included in the dRFP.
15 On Digital Engineering products for this acquisition: Requirements for Digital Engineering products will be included in the dRFP
16 With respect to Threshold and Objective for requirements: Proposals are to meet the requirements in the LaRD and will be evaluated according to section L and M in the dRFP.
17 With respect to 350W OAP: 350W OAP is NTE including margin as specified in the draft IRD provided with the dRFP.
18 Will the base contract include at a minimum all the material for all 3 flight instruments, plus spares and EDU? Details are specified in the dRFP.
19 Is there going to be minimum value for small business subcontract value? Small business goals and values will be provided in the dRFP.
20 Will Probability of Success (Ps) be evaluated as part of the RFP? This is not a requirement for the proposal.
21 With respect to the flight bus-to-instrument interface hardware: This will be specified in the draft IRD in the dRFP.
22 On the timing for delivering the three flight instruments: It is up to the offerors to address how to satisfy the delivery requirements
23 With respect to TRL 6 by instrument PDR Guidance is included in the gold rule applicability matrix for LandIS, included in the dRFP.

With respect to risk tolerance for the instrument suite and revisit days: The Mission is described as a class B mission, with class C payloads. Does that class B refer to the 6 day revisit or the 9 day?
The mission is class B which is met by providing a triplet approach with class B spacecraft, and class C instruments with selective redundancy and extended life testing for limit life items. The triplet approach provides redundancy for meeting the required 9-day revisit time.
• With all three observatories operating, revisit is 6 days
• With two of three observatories operating, revisit is 9 days
The GLAMR facility and team are valuable resources for aspects of calibration validation and verification efforts. What is the guidance for engaging the GLAMR team during the proposal period to ask technical questions and including GLAMR as part of a proposed offering?
NASA will utilize GLAMR or similar type equipment and personnel to support the Government’s independent verification and validation of LandIS activities as outlined in the LandIS SOW and GFE list, therefore GLAMR will not be available for Offerors to use as part of its acquisition solution. All technical questions related to the RFP shall only be submitted to the LandIS Contracting Officer.
