A Sources Sought Synopsis for the Landsat Next Instrument Suite (LandIS) was posted on November 3, 2021. An update announcing a LandIS Community Forum Day, which was subsequently canceled, was posted on March 25, 2022. This Notice is being updated to provide information regarding the rescheduled LandIS Community Forum day.
Landsat Next Instrument Suite (LandIS) Community Forum Posting
NASA Goddard Space Flight Center (GSFC) plans to conduct a Community Forum for the Landsat Next Instrument Suite. The Community Forum event will be held virtually via Microsoft Teams on Thursday, December 8, 2022, 1:00PM-3:00PM Eastern Time (ET). Under an inter-agency agreement between NASA and USGS, Landsat Next will be the follow-on mission to Landsat 8 and 9, and will continue implementation of a robust spaceborne, land imaging system to ensure that necessary data are collected, processed into useful and efficient information products, and are archived and broadly distributed for use by the wide range of interested communities. The Landsat Next mission will be a constellation of three observatories in a repeating ground track Sun-synchronous orbit at 653km equatorial altitude that achieve an aggregate 6-day revisit of the Earth. The Landsat Next Instrument Suite will provide for the instrument(s) to support the Landsat Next mission concept and will provide the complete spectral coverage of the required Landsat Next Visible to Short Wave Infrared (VSWIR) and Thermal Infrared (TIR) spectral bands.
COMMUNITY FORUM DESCRIPTION:
The LandIS Community Forum is open to firms that are interested in pursuing contracting opportunities on the LandIS procurement, whether they have performed work at NASA or not. All interested parties are encouraged to participate in the Community Forum. Attendance is neither required nor a prerequisite for proposal submission and will not be considered a factor during the evaluation process of any subsequent request for proposal.
No recordings of any kind are permitted of the Community Forum presentation.
COMMUNITY FORUM GOALS
1. Provide industry with a brief overview of the Government’s current vision and objectives for the Landsat Next Mission Architecture
2. Provide a synopsis of the current understanding of the LandIS scope of work.
3. Promote competition and solicit feedback.
4. Provide industry with the opportunity to communicate with the Government early in the procurement process.
NASA encourages interested parties to submit questions and comments in writing to both the primary and secondary point of contacts listed in this Notice. Please submit any questions your company would like to have addressed during the Community Forum meeting by November 30, 2022, 5:00PM ET. Questions received during the Community Forum will also be addressed during the meeting. The Government will officially respond to all written questions received before and during Community Forum by posting responses to the SAM.gov announcement.
ONE-ON-ONE SESSIONS
In addition, the Landsat Next PMO will be offering a limited number of opportunities for Contractors to schedule a virtual one-on-one session with LandIS representatives to offer feedback the PMO may wish to consider. These sessions are not intended as company capabilities meetings but will focus primarily on obtaining recommendations for the LandIS procurement.
Registration is required to secure a one-on-one discussion with the PMO. The one-on-one sessions will be one hour sessions to be scheduled for the week of December 12, 2022.
ATTENDANCE LIMITATIONS
Attendance at the Community Forum event is strictly limited to five (5) persons per company.
The one-on-one meetings allow for no more than one (1) reservation per Company, and this reservation allows up to eight (8) participants.
SIGN-UP REQUIREMENTS
An RSVP to the Community Forum is required for participation. To RSVP, please email Michael Levy, Contract Specialist, at Michael.Levy@nasa.gov. Your RSVP email must include the following:
1. Subject line: LandIS Community Forum RSVP
2. Company's name and address
3. The company's attendees’ names (limited to five), titles, telephone numbers, and email addresses.
4. The company’s intention to request a one-on-one session.
5. If you do not have access to Microsoft Teams, and would like to participate via teleconference, please include a request for a teleconference number in your email.
6. NASA intends to post all attendees on the interested parties list. If you do not wish to be included on the list, you must indicate that your company does not want to be included.
Email RSVPs for the Community Forum must be received no later than November 30, 2022, 5:00PM ET. A confirmation email will be sent to acknowledge your reservation and to provide Teams Internet connection information.
No solicitation exists; therefore, do not request a copy of the solicitation or submit a proposal. If a future solicitation is released, it will be synopsized in the SAM.gov website. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
