# Question Answer

1 What is a Request for Interest (RFI)?

This Request for Interest (RFI) is a market research tool issued to help determine the availability and adequacy of potential business sources to provide information for

Department of the Navy (DON) planning purposes.

Is the Request for Interest (RFI) the same as Request for

Proposals (RFP)?

This is NOT a Request for Proposals (RFP) or a promise to issue another solicitation type in the future. This RFI does not obligate the Government to offer the property or purchase services from any responder, and the DON is not seeking proposals at this time.

Are there any requirements before attending the Industry

Forum?

All interested parties wishing to attend the Industry Forum are requested to respond by email to michael.p.bailey.civ@us.navy.mil and michael.a.brooks10.civ@us.navy.mil no later than November 3, 2021. Responders must be able to pass a security background check in order to access Naval Air Station (NAS) Key West property.

Doesn’t NAS Key West have an issue with finding reasonably priced housing for its civilian workforce? Wouldn’t utilizing the

Sigsbee Annex property for that workforce make sense?

One of the objectives of this RFI is increasing the availability of affordable housing for service members and affiliated personnel stationed in Key West within the income range stated in the RFI.

How does the government define “reasonably priced housing”?

The typical definition of “reasonable priced housing” is 105 percent of the Basic

Allowance for Housing (BAH) for service members and 30 percent of gross pay for

Department of the Navy civilians.

Why doesn’t the Navy build new residential units at Sigsbee

Park to help offset the housing shortage?

The Department of the Navy (DON) is holding a Request for Interest (RFI) Industry Forum to help determine the best course of action to take for the vacant property. Building new homes is not the only option, DON is interested in other opportunities to include potential retail and commercial development on the site.

(As of 12/6/21)

Early next year possibly.

At this time, the Navy is not considering that; however, it would be based on current restrictions and feasibility.

In lieu of In Kind Consideration (IKC) payment, would the government consider using the lease as a means to reduce housing cost for the occupant?

There is no legal authority allowing Navy to do so.

If we want to bring some additional team members to look at the site to help us prepare our RFI, could this be done with an appointment? If so, who would be the contact info.?
