Joint Improvised Explosive Device Defeat Organization (JIEDDO) Vendor Question and Answer Session for the J9 Operational Analysis and Assessment Division - Deployed and On-site Analytic Support Performance Work Statement (PWS) Industry Day 12 March 2014 Notes
Dr. Sweetser, J9 Director, gave an overview of the J9 (Operations Research/Systems Analysis [ORSA]) that included the following:
· JIEDDO Functions
· J9 Division Organization
· IED Trends
· Deployed Analytical Support
· On-Site Analytical Support
· Trends Branch
· Assessments Branch
· Attack the Network (AtN) Branch
· Labor Categories
· Key Issues
· Major Milestones
Dr. Sweetser also discussed the Defense Management Advisory Group (DMAG) and the JIEDDO 975 Plan and the JIEDDO 400 Plan in fiscal year 2017 (FY17). JIEDDO J9’s level of effort (LOE) is decreasing significantly from a total workforce of approximately 115 in 2012. Projected contractor levels are as specified in the draft PWS. These levels should remain consistent for the first two years of the contract. They are likely to decline in FY17, but exact levels cannot be estimated at this time.
JIEDDO J9 is searching for personnel with good people skills; people who take initiative; and people who look for opportunities to do analysis to make a difference. Personnel supporting this PWS should possess integrity, strive for excellence, be willing to take the initiative, and think deeply about tough problems. Responsiveness to senior leader needs is paramount to informing decisionmaking. Personnel must be capable of communicating effectively with senior leaders. Other important factors include teamwork and respect for others.
It is most likely that the Technical Integrator (TI) positions will be removed from the final PWS.
Top Secret/Sensitive Compartmented Information (TS/SCI) clearances are required for all billets due to the Reston facility requirements.
There will no longer be an on-site Program Manager (PM).
The number of deployed analysts will be reduced from the current number.
There still remains a requirement for the Global Response Force (GRF) analyst.
The estimated award date for this Contract/PWS is 1 July 2014 and the period of performance (PoP) will commence on 7 August 2014.
Question and Answer (Q&A) Session
Q1. Does the Department of Defense (DoD) consider Boston bomb an IED? Is DoD involved in homeland activities?
A1. Yes, the Boston bomb was an IED. JIEDDO supports United States Northern Command (NORTHCOM), the DoD lead for Homeland Defense and Defense Support to Civil Authorities, as requested.
Q2. What types of data sets should ORSAs know?
A2. OSINT, CIDNE, WEAT, Webtas, GLDR, to name but a few. A wide range of tools are used to assist in performing analyses.
Q3. ORSA Experience. Reference in PWS regarding the two (2) years counter-IED (C-IED) experience in theater requirement; does this have to be in Afghanistan?
A3. Afghanistan, Iraq, Horn of Africa (HOA), any theater of operation are acceptable. C-IED experience is a very specialized area of knowledge. The specific duty descriptions are in the PWS.
Q4. Within request for information (RFI) there is a NAICS code, this one is LOG focused? Is JIEDDO open to considering other 541 codes?
A4. JIEDDO’s Contracting Division will consider other 541 codes and change the code accordingly if another NAICS is found to be a better fit for the requirement. Contracting Division will ensure the most appropriate code is identified on the solicitation.
Q5. Could they (Industry Partners) provide suggested codes?
A5. Yes, and JIEDDO’s Contracting Division will review.
Q6. Will this PWS/Contract be a small business set aside?
A6. Potentially and JIEDDO’s Contracting Division will review capabilities submitted to determine if there is acceptable small business presence. The capabilities submitted must demonstrate the ability to perform required services.
Q7. Will JIEDDO use the General Services Administration (GSA) schedule?
A7. No the GSA schedule will not be used due to the fact that there is a potential for arming the deployed analysts.
Q8. Will the deployed ORSAs support Afghanistan National Security Forces (ANSF)?
A8. As per DoD Directive (DoDD) 2000.19E, JIEDDO support is focused on US Forces. There will be no direct support to the ANSF. The guiding principle is that JIEDDO deployed ORSA work must be in support of US/theater Commander objectives and has the effect of improving situational awareness and force protection of deployed U.S. forces from IED threats.
Q9. Does JIEDDO intend to abide by rule of two (2) for small business set asides?
A9. JIEDDO will follow all policy and procedure as specified in Small Business Act, Far Part 19 and DFARS Part 19 when determining if a set-aside is appropriate. Results from the RFI will assist in making any determination of the appropriateness of any set-aside.
Q10. Is this a time and materials versus labor contract? Is there a materials component?
A10. The only direct materials required to be provided by the contractor are those that are not provided by the government but required to complete tasks under the PWS. Any equipment or property to be provided by the government will be stated in the PWS. The definition of Time and Materials contracts as per FAR 16.601 will be used in defining Materials related to any potential award of this type.
Q11. What about software?
A11. All software used will be provided; government has licenses for all software in use. Organizations are not expected to bring in software.
Q12. Can you elaborate on rules governing protests of awards?
A12. Federal Acquisition Regulation (FAR) and GAO rules apply to any and all potential protests. If there are any grounds for a protest, per regulation there may only be a pre- or post-award protest but not both.
Q13. Reference: Can contractors bring in proprietary software at no cost?
A13. We would have to examine the software first. No one has the market cornered on good ideas, however we will view proprietary solutions skeptically. JIEDDO would be concerned about locking themselves into a program that the government does not own. The JIEDDO ORSA team has tools that work well for their intended use. If any software other than what JIEDDO uses or has approved were to be brought in, the software would have to be reviewed and approved by J6 for use on JIEDDO’s network.
Q14. What about use of alternative geo-spatial tools such as Google Earth. Is JIEDDO open to this?
A14. JIEDDO would need to carefully review specific proposals submission. In general, the PWS is focused on people.
Q15. Deployers – when they are not deployed, are they integrated into the team and who is their manager?
A15. The current approach is non-rotational. Deployed ORSAs are managed by the Deputy J9. Analysts deploy for either six (6) month or twelve (12) month tours with an option to extend. Although this has been the model on the current contract, under this PWS, analysts will have an option to rotate among on-site and deployed analyst roles. There is a military officer from the United States Military Academy (USMA) who provides the management forward. JIEDDO maintains the JIEDDO Assistance Coordination Center (JAAC) forward, headed by a Colonel.
Q16. The PWS mentions six (6) Full-Time Equivalents (FTEs) Surge Capacity, do these personnel support Reston, are they deployed, or do they provide a reach back capability.
A16. The surge capability stated in the RFI is for 5 deployed ORSAs and 1 GRF. The deployed ORSA positions would only be filled in the event there was a requirement above the 26 FTE identified. The GRF surge would only be used in the event there was a requirement for an additional GRF position beyond the 1 FTE identified.
Q17. Are Deployed ORSA Trainers based at JIEDDO (either HQ or Reston)?
A17. Intent is for Deployed ORSA Trainers to be based at JIEDDO and be on temporary duty (TDY) to support training events. JIEDDO supports training exercises at the Combat Training Centers (CTCs), Unified Engagement Exercises, and the United States Marine Corps (USMC) Attack the Network (AtN) Course at 29 Palms.
Q18. Will slides and attendee list be available?
A18. Slides and the Q&A Session Notes will be made available. JIEDDO’s General Counsel will consider the posting of attendance list.
Q19. How many contracts are being combined and who are the incumbents?
A19. There are currently two (2) contracts; CACI-WGI Inc. provides on-site support and LMT provides deployed ORSA support.
Q20. What is the contract type – best value, best value with tradeoffs?
A20. Best value contract. All of the information will be found in the solicitation when released.
Q21. Do you anticipate changes in the LOE (context of the draw down)?
A21. There is a potential for changes in the LOE, but any changes are uncertain at this time.
Q22. Is there are requirement for some or all of the OCONUS positions to be armed?
A22. There is a potential that contractors in OCONUS positions require arming. Currently all individuals in an OCONUS position are required to weapons qualify while processing through Individual Replacement Deployment Operations (IDRO). If the assigned duty location and/or unit mission within the Area of Responsibility (AOR) requires the contractor be armed, a Civilian Arming Packet would be processed for the individual required to be armed.
Q23. Can companies that did not attend the Industry Day respond to the RFI?
A23. Yes, all companies may respond to this RFI. Any responses received from companies that did not attend the Industry Day will be reviewed along with responses from companies that did attend.
