REQUEST FOR INFORMATION

Agency/Office:Department of Health and Human Services, (DHHS)
Office of the Assistant Secretary for Preparedness and Response (ASPR)
Type of Notice:Request for Information (RFI)
Title:Request for Information for goods and services related to Patient Isolation Unit (PIU), Stretcher Transit Isolator (STI) or Aircraft Transport Isolator (ATI).

The issuance of this RFI does not constitute a commitment to issue a request for proposals. The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. ASPR encourages responses and/or participation by small, disadvantaged, minority, women-owned and veteran-owned firms.

Background:

DHHS/ASPR is seeking qualified suppliers to respond to a Request for Information (RFI) for goods and services related to Patient Isolation Unit (PIU), stretcher transit isolator (STI) or aircraft transport isolator (ATI). The transport unit is a modular single patient, single use transport system capable of operating on multiple aircraft platforms (rotary or fixed wing) while not endangering the crew or aircraft with contamination from any pathogen carried by infected occupants.

Objective:

Protect aircraft environment from diseases; isolate the infectious patients; protect against disease spread by contact, droplet and respiratory means; during patient enplaning/deplaning and during transport. The unit must prevent the passage of infectious pathogens with no less than 0.3 micron at 99.97% efficiency, in order to prevent the passage of biological agents to caregivers and aircrews. The ability for the unit is to prevent the spread of contagious pathogens from the unit to the outside environment. It has to comply with all levels of transmission based precautions; standard, contact, droplet, airborne per National Institute of Occupational Safety and Health (NIOSH). Negative pressure must be maintained IAW CDC Guidelines MMWR 43(RR) 1-132, 28 Oct 1994.

Self-contained power supply or be able to interface with external power 110-230 VAC/50-400Hz. The unit must provide uninterrupted power to the filtration system for a minimum of 6 hours.

Patient Weight per patient, in module minimum of 400 pounds.

Patients must be able to be secured within the isolation system. Equipment/supplies must be able to be secured within the isolation system.

Provide the ability for aircrew members to monitor patients without having direct exposure to the patient. The system must allow for communication between patient and aircrew members.

Must not interfere with any aircraft system (e.g., electrical, avionic, structural, environmental).

Must not introduce any safety hazard to the aircraft through its design or use, (e.g., internal system compatibility that could lead to a fire).

Response Date: Submit electronic comments by 4:00pm EST on 11-9-2016, to Tawana.Parker@hhs.gov.
