About this file
This is a Request for Information (RFI) issued by Federal Prison Industries (UNICOR), operating under the Department of Justice Bureau of Prisons, seeking industry feedback to structure a future five-year agreement for fabric procurement. UNICOR's Office Furniture Group requires various colors, grades, and styles of fabric to manufacture task, ergonomic, and lounge seating products, as well as fabric-covered panels for systems furniture. The agency is particularly interested in expanding its domestic small-business vendor pool and increasing supplier engagement. Current delivery locations include FCC Allenwood, PA; FCI Beckley, WV; and Coleman, FL. UNICOR manufactures products using federal inmate workers for sale to Federal Government customers and select private-sector clients across multiple business sectors.
The RFI requests responses to four key questions by 12:00 PM EST on Friday, September 4, 2026, addressing company background and RFI/RFP participation interest; domestic manufacturing status and country of origin for any non-domestic fabrics; small-business registration status in SAM.gov; and general market information including industry-standard lead times, appropriate pricing indices for Economic Price Adjustments, and standard ordering quantities. Responses should be submitted electronically to tiffani.balestrini@usdoj.gov with the subject line "RFI RESPONSE - FABRIC OFG-RFI0033-26 (Your Organization Name)." This RFI is issued for informational and planning purposes only and does not constitute a commitment to issue a solicitation. The Government will not reimburse costs associated with responding, and participation provides no advantage in any future procurement activity.
