The BOP seeks to identify qualified vendors capable of supplying boiler and chiller water loop treatment services and chemicals to approximately 122 operating correctional institutions nationwide. Company information requirements include corporate structure, UEI and CAGE codes, NAICS and PSC codes, years in business, relevant experience with correctional facilities and government agencies, financial capacity for nationwide fulfillment, distribution and warehousing capabilities, geographic coverage limitations, quality assurance procedures compliant with ASTM and AASHTO specifications, and anticipated subcontractor usage. Vendors must specify whether they are manufacturers, distributors, brokers, or resellers and describe how they would achieve nationwide coverage. Product information must cover available hot and cold water loop chemicals and services, delivery modes (bags, pallets, tri-axle loads, buckets), service frequency, pricing structure for testing and chemical additions, and sample tracking capabilities. Operational capabilities should address national distribution, warehousing locations, lead times, backorder mitigation, inventory management, lot traceability, expiration-date procedures, and direct shipping to federal institutions. Vendors must also address experience with secure facilities and restricted-access delivery environments, identify any state or jurisdictional distribution restrictions, and describe regulatory compliance monitoring procedures. Responses are limited to 10–15 pages, excluding attachments, with only high-level ROM estimates requested.
