875404Statement of Objectives (SOO)

For

552 ACW Command Post Bldg. 280 Secure/Non-Secure VTC Tinker AFB, Oklahoma

1. Introduction:

1.1. The objective of this SOO is for a contractor to Engineer, Furnish, Install, and Test (EFI&T) a fully function Non-Secure and Secure Video Teleconferencing (VTC) System in the Command Post in building 280 located at Tinker AFB, Oklahoma. The system shall directly connect to the base Non-Classified Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET). The system shall be on the DISA Approved Products List (APL) to connect to the Defense Information Systems Agency (DISA) provided Global Video Services GVS-U and GVS-C using Internet Protocol (IP).

1.2. The equipment, software, and features/functions must comply with all Air Force and DoD Information Assurance (IA) rules and regulations listed below:

2. Specific Requirements:

2.1. Capabilities: The VTC system shall support both IP based NIPR and SIPR conferences. The SIPR VTC shall use a separate CODEC and the Government Furnished Equipment (GFE) TACLANE device. The NIPR VTC shall also use a separate CODEC. The VTC console shall include teleconferencing capability with the Tinker AFB call manager. The VTC system shall provide Base personnel with the following capabilities:

2.1.1. Large Dual Screen Display

2.1.1.1. The VTC System shall include Dual Large (approximately 77” or larger) wall mounted OLED flat screen displays with full HD 1920x1080p resolution.

2.1.1.2. Capability to use one screen for display of VTC video (both local and remote VTC participants) and one screen for display of presentation slides using a dedicate computer. The system shall also have the capability to display the slides using a Government Furnished Equipment (GFE) Laptop.

2.1.1.3. Capability to use one screen to display local VTC participants, and the other screen to view remote VTC participants.

2.1.1.4. Capability to display presentation slides from remote VTC participants.

2.1.1.5. Capability to display presentation slides at remote VTC participant locations.

2.1.1.6. Capability to display existing cable TV feed.

2.1.1.7. Capability to display and process up to Secret Information.

2.1.1.8. Capability to display any video source on any display, including the ability to display multiple sources on one screen (split screen).

2.1.1.9. Capability to move and change the configuration of the displays using the control system (touch pad).

2.1.2. Signage

2.1.2.1. The system shall provide electronic signage inside the conference room. The system shall also provide electronic signage outside the door of conference room.

2.1.2.2. The signage shall provide notification indicating whether Non-Secure and Secure conferences are in session. Sign shall immediately and automatically engage upon starting a secure session.

2.1.3. Control System

2.1.3.1. System shall include an intuitive Touch-Panel Control System.

2.1.3.2. The User Interface to the control system (Touch-Panel) shall provide complete and identical system control at the computer station as well as the conference room table.

2.1.3.3. Control system shall provide capability to control all functions of the VTC system.

2.1.3.4. The control system shall provide the following capabilities:

2.1.3.4.1. Activate and deactivate calls.

2.1.3.4.2. Control volume.

2.1.3.4.3. Provide camera control.

2.1.3.4.4. Make screen configuration changes

2.1.4. HD cameras. HD cameras must be joint, non-simultaneous, use with the video teleconferencing system CODEC and the Government-provided computers in the rooms so that the cameras may be used for VTCs and also used as a computer video peripheral so that video/audio of Microsoft Lync and Defense Collaboration Services (DCS) is possible with control panel selection. Touch control system panel programming shall support this dual usage of the video and audio for VTCs and the room computers. Contractor shall document driver update procedures to maintain the video camera viable as the computer Air Force Standard Desktop Configuration (SDC) changes.

2.1.5. Audio

2.1.5.1. Capability to adequately hear remote VTC participants from any location in the conference room.

2.1.5.2. Capability for the remote VTC participants to adequately hear speaking personnel seated at the front row. The system shall have the capability to eliminate echo, distortion and feedback noises and provide the capability to integrate telecom and telephone calls into the VTC stream.

2.1.5.3. The system shall provide the capability to play all audio sources through the speakers.

2.1.6. Multipoint

2.1.6.1. Capability to conduct point-to-point conferences.

2.1.6.2. Capability to host multipoint conferences with up to four sites.

2.1.7. Interconnecting cabling

2.1.7.1. The Contractor shall install new cabling to make the system operational and remove existing not reused cable.

2.2. Physical/Space Requirements

2.2.1. The Conference room is sized to hold approximately twenty (20) VTC participants in the room. Ten (10) participants can be seated at the conference room table, and ten (10) participants can be seated around the conference room walls.

2.2.2. Lockable equipment racks shall be provided in the solution to house all equipment.

2.2.3. The equipment shall be located in a room adjacent to the conference room.

2.3. Additional Requirements

2.3.1. The equipment components shall be installed in the lockable, permanently mounted cabinets located in each room, and shall have a contractor-provided uninterruptable power supply (UPS) for a minimum of 15 minutes.

2.3.2. Equipment installation shall follow red/black guidance from IA office (72 ABW/SCXS) and MIL-HDBK-232A/revisions and Air Force Systems Security Instruction (AFSSI) 7702. Awardee can obtain a copy of the AFSSI 7702 from 72nd ABW/SCXS.

2.3.3. Equipment shall meet the most recent version of Video Tele-Conference Security Technical Implementation Guide (STIG).

2.3.4. Equipment must be listed on the Unified Capabilities Approved Products List (APL).

2.3.5. The contractor shall identify all allied support required and assist the 552nd ACW Command Post in filling out the Air Force Form (AF) 332 request for permission for the contractor to perform work with Civil Engineering (CE). The Awardee shall provide assists to (CE).

2.3.6. The conference room has an existing VTC and display system. Any current VTC system equipment and wiring not suitable for reuse shall be removed by the contractor. Old cable cannot be abandoned in place.

2.3.7. The VTC system shall meet the following requirements:

· Codec must be a current make/model product and on the Joint Interoperability Test Command (JITC) Approved Products List (APL). Codec must be sustainable for a minimum of five years from installation completion date.

· Parallel, video and audio switcher to two existing displays.

· Codec must be interoperable with Air Force Materiel Command’s (AFMC) Cisco Multipoint Control Unit, MSE 8510, Cisco Telepresence Video Communications Control/Expressway servers and support H.460.18 and H.246.19 firewall traversal.

· Codec must support H.323, IPv4, IPv6 and Session Initiation Protocol (SIP) transport capabilities with network interfaces of 10/100/1000Mbit.

· Video standards must include H.261, H.263, H.263+, H.264 and H.265 as a minimum.

· Codec must support native widescreen format up to 1920 x 1080@60 Hz (1080p60) and H.239 dual stream capabilities.

· Audio standards must include but not limited to, G.711, G.722, G.722.1, G.728, G.729AB, and MPEG4 MC-LO mono and stereo.

· Embedded encryption must support Advanced Encryption Standard AES-128 and AES 256.

· All Video Teleconferencing requirements for NIPR and SIPR connectivity, must be configured in accordance with (IAW) VTC Services Policy STIG most recent version.

· The Control Panels and other devices shall be hard-wired (no wireless) to the system. Contractor shall utilize non-smart TVs for the displays. If smart TVs are proposed, contractor shall physically remove all wireless radios (Wi-Fi, Bluetooth, etc.) and microphones from the displays.

3. Requirements:

3.1. User Selection Criteria:

3.1.1. The Government seeks commercial quality equipment and integration designed and installed by a professional VTC System provider.

3.2. Installation:

3.2.1. Site Coordination:

The contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.

3.2.2. Installation Plan Changes:

If a problem develops during installation that warrants the change of the proposed solution, the contractor shall engineer and implement design changes only after Government approval.

3.2.3. Service Outages:

The Contractor shall be responsible for preventing any unscheduled Contractor-caused interruptions of facility service, (e.g., communications, electrical, or other utilities). The Contractor shall coordinate required outages with the site POC at least five workdays in advance. The duration of service outages should be kept to a minimum.

3.3. Place of Performance: The Place of performance is Tinker AFB, OK

3.4. Turn-Key Operation and Testing:

The Contractor shall EFI&T and perform all necessary tasks to ensure successful completion of this project and make operational the equipment in all locations. The Contractor shall provide all hardware and software necessary to support this requirement. The Contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval. The contractor shall perform approved test to obtain system acceptance. The contractor shall complete all installation and testing activities within 30 calendar days of award.

3.5. Hardware and Software:

The Contractor shall provide all hardware, software and test equipment necessary to support this requirement. All hardware/software provided shall be new and include a sixty month (five-year) warranty. Copies of all system software shall be provided to the site POC on Compact Disk (CD).

3.6. Warranty and Total System Support:

The contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Total system support, break-fix support for hardware, software, speakers, camera, wiring, codecs, monitors, screens display, and any and all other unspecified components of this VTC system related to the new VTC system shall be provided for five (5) year after the new VTC system acceptance date (include all field trips, telephone support, and shipping costs).

Contractor shall provide total system support during normal business hours (Monday-Friday, 8:00 AM – 5:00 PM, CST). Total system support includes on-site service and unlimited phone support.

· Contractor shall provide phone support within 8 business hours

· Contractor shall provide on-site support within 48 business hours for all system outages and performance issues

· The following information stated above shall be provided during the warranty period

3.7. Configuration Management:

The Contractor shall perform configuration management of all equipment associated with the VTC system. The Contractor shall provide configuration management information to the base project manager. The configuration management information shall include, but not be limited to, a list of all components installed by system serial number (hardware), all passwords and if applicable software/IOS.

3.10. Training:

Upon completion of the installation process, the Contractor shall provide User Training to the designated Site Staff in accordance with the customer requirements (up to 15 personnel). A minimum of one (1), training session (1-4 Hours) is required. User Training shall include step-by-step instructions on the utilization of all features of the VTC system as well as Basic System Troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers. Instructional sessions shall be permitted to be video recorded for future training purposes. Any applicable training material shall be provided to the Government in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes.

3.8. General Requirements

3.8.1. Project Management:

The Contractor shall provide a schedule in Microsoft Project format for Government review and approval within one week of award. The Contractor shall plan and manage daily operations and activities associated with providing this requirement to ensure the necessary processes and activities are performed to provide an effective and acceptable system. The contractor shall employ effective management tools and methods to assure control of cost, schedule and performance. As needed, the contractor shall conduct, support, or participate in program management and technical reviews, meeting, and conferences to ensure effective and efficient project execution. The Contractor shall be responsible for storage, staging and deployment of any equipment and materials provided as part of this project unless otherwise mutually agreed upon by the Government and the Contractor. The Government retains the right to all documentation and data generated by the Contractor as a result of this project. The Contractor shall provide COTS products with the appropriate licenses. The Government contracting officer shall have final authority for resolution of any contradictions within the proposal.

3.9. Security:

3.9.1. Security Clearances:

The Contractor must have a secret clearance. The contractor must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Classification Specification (DD Form 254). This document (DD Form 254) will need to be submitted with the PR package and attached to the solicitation.

https://www.esd.whs.mil/Directives/forms/dd0001_0499/ The Contractor shall nominate, to the AF Office of Primary Responsibility (OPR) for the contract, only technically qualified personnel who meet requirements stated below.

3.9.1.1. Nominations

Nominations shall contain full identifying data on the nominee, and a statement that he/she meets citizenship requirements.

3.9.2. Contractor Consent to Background Checks:

The Contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the Contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct a LEADS check includes: full name, driver’s License number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The Contractor shall provide this information, Contractors Consent for Background Check, and shall submit it in conjunction with the Contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when Contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The Contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the Contractor from proceeding with the contract as required.

3.9.3. Badges:

The Contractor is required to provide identification badges with photo of employee for their employees. All Contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc are to be mutually agreed to by the Contractor and the Government. The Contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.

3.9.4. Contractor Registration of Vehicles on Tinker AFB, Oklahoma:

All Contractors or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on a federal installation.

3.9.5. Access to installation during force Protection Conditions (FPCONs):

Contractors will be assigned a mission essential designation IAW requirements contained in TAFBI 31-101 Installation Security Instruction. Awardee can obtain a copy of the TAFB 31-101 from 72 ABW/SCXP.

3.9.6. Safeguarding Classified/Unclassified Information:

The Contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publications/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period. Under no circumstances, is the Contractor required to store any classified material in performance of this contract.

3.9.7. Contractor’s Responsibilities while Working within Controlled or Restricted Areas:

3.9.7.1. Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199 or AF Form 1199CD. The government, at any time, may revoke the AF Form 1199. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements as mandated.

3.9.7.2. Access to Government Facilities with Controlled or Restricted Areas – The Contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas, the Government may direct the contractor to leave the controlled or restricted areas at any time.

3.9.7.3. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors – The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors must obtain a final, approved security clearance within 30 days of being assigned.

3.9.8. Restricted Areas:

Specific written permission to enter such areas is granted under the authority of Base/CC or designated representative. The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agency’s Security Manager before a Restricted Area Badge will be issued.

3.9.9. Non-disclosure Agreements:

To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.

3.9.10. Property Protection:

The Contractor shall be responsible for safeguarding all government property, classified information, and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. When not under the direct control of contractor personnel, all government facilities, equipment, and materials utilized by contractor personnel shall be secured.

3.9.11. Industrial Security:

The Contractor shall comply with all pertinent instructions, directives, and regulations, as provided by the Government, to ensure the proper implementation of the contractor’s industrial security program. This includes clearance procedures, visitor’s security, inspections, violations, education, classification, and international security programs and operations security.

3.9.12. Listing of Employees:

The Contractor shall maintain a current listing of employees. The list shall include the employee’s name, social security number and level of security clearance. The list shall be validated and signed by the Program Manager and provided to the government Security Officer and Special Security Office (SSO) within 10 days of the contract award. An updated listing shall be provided when an employee’s status or information changes.

3.9.13. Privacy Act:

Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

3.10. Spares:

The Contractor shall provide recommended Spare Parts of the system to cover a two year period.

3.11. Others:

3.11.1. Documentation:

The Contractor shall provide all documents to the Government for review and approval prior to system installation. The Contractor will provide the Government with all documentation compiled during the course of the project. The documentation will be delivered by the Contractor in both hard copy and soft copy formats (on a Data CD). This documentation will include but not limited to the following:

· Project Management Information

· Project Planning Materials

· Services Change Orders

· Hardware Change Orders

· Out of Scope Work Hours

· Product Inventory

· Serial Numbers

· Test and Acceptance Documentation

· As-Built Documentation

3.11.2. Manuals and Practices:

The Contractor shall provide at least one paper copy and one soft copy of the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed.

3.11.3. Commercial Deliverables and Documentation:

The Contractor shall provide standard commercial deliverables and documentations. Documentation shall be provided in Microsoft Word 2016 or PDF format unless specified otherwise below or agreed to by the Government Contracting Officer and the Contractor before installation.

3.11.3.1. Installation Schedules and Progress Report:

The Contractor shall provide an installation schedule and weekly progress reports.

3.11.3.2. System Installation Plan:

The Contractor shall provide a System Installation Plan which shall include the following:

· Detailed equipment room layout drawing plans showing all existing and new proposed equipment, optional equipment, batteries, power connection, power outlets, lighting and any other equipment.

· A complete list of personnel contacted on site and those individuals participating in the survey. The list shall include telephone numbers, office symbols, and e-mail addresses.

· Provide information on number of and type of equipment to be provided. Listing shall be an overall quantity and by individual installation/room (if applicable) quantity.

· The contractor shall identify any and all modifications or changes that must be performed at the site by the base prior to the start of the installation. Although the performance of the work itself is the responsibility of the base, there must be concise and clearly understood information describing what and where site preparations must be accomplished, i.e. support items for the VTC system installation such as AC Power, DC Power, Climate Control (Heat and Air), etc.

3.11.3.3. Communications-Electronics Facilities Records:

The Contractor shall provide as-installed facilities records.

3.11.3.4. Installation Test Plan:

The Contractor shall provide a test plan as to how the system will be tested to demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the system being placed into service.

3.11.3.5. Installation Test Report:

The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan.

3.11.3.6. Acceptance Test Plan:

The Contractor shall provide an acceptance test plan as to how the system will be tested to demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements. These tests shall be accomplished after the system is placed in service and prior to system acceptance. The Contractor shall perform the acceptance in the presence of the Government.

3.11.3.7. Acceptance Test Report:

The Contractor shall provide an acceptance test report of the results of the testing accomplished under the acceptance test plan.
