About this file

This is a Request for Information (RFI) issued by the Naval Sea Systems Command (NAVSEA) for a Pusher Workboat to support the United States Naval Academy (USNA) in Annapolis, MD. The Navy plans to award a commercial off-the-shelf (COTS) contract in FY26 for one workboat to assist with maneuvering and docking Yard Patrol (YP) training craft and provide general logistical support around campus waterways. The workboat specifications include a steel hull with a tall flybridge/pilot house, 25-28 ft length, 14-18 ft beam, 8-12 ton gross weight, maximum 8 knot speed, and propulsion via two Cummins QSB 6.7 305 HP engines.

Interested parties are encouraged to submit a five-page capability summary in PDF format by 2:00 PM EST on September 24, 2025. The RFI requests detailed information including company contact details, business classification (such as small business, veteran-owned, women-owned), production facility locations, vessel capabilities, technical specifications, relevant experience, and approximate pricing. The document emphasizes that this is a market research effort under FAR Part 10 and not a formal solicitation, with responses to be treated as business-sensitive. Small businesses, veteran-owned businesses, and other designated business categories are particularly encouraged to participate.
