About this file

This is a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) to conduct market research on autonomous and semi-autonomous transportation capabilities across all modes (air, land, sea, and multi-modal) for both passenger and cargo movements. The RFI, numbered TRANSCOM26C005, seeks information on commercial industry innovations and developmental roadmaps to understand how autonomous technologies can enhance safety, efficiency, velocity, and global reach in support of USTRANSCOM's globally integrated mobility operations and the broader Joint Deployment and Distribution Enterprise (JDDE).

Respondents must address seven specific information categories: Company Profile (organization name, size, primary domain, and commercial experience); Current Autonomous Capabilities (fielded platforms with payload capacities, operational range, operating environments, and Technology Readiness Level); Developmental Roadmap (platforms in research and development with projected timelines and milestones over 3 to 10 years); Scalability & Flexibility (scaling from small-scale to massive capacity lifts and dynamic routing); Interoperability (integration with existing logistics nodes, material handling equipment, and command/control networks); Cybersecurity & Resilience (protection against cyber threats and electronic interference in contested environments); and Regulatory Navigation (strategies for domestic and international regulatory compliance with FAA, IMO, and DOT). Submissions must be unclassified in PDF or standard commercial formats with a maximum of 15 pages (excluding cover page and marketing brochures). The submission deadline is 12:00 PM CST on May 26, 2026. Responses should be directed to Ms. Brenda Marshall at the USTRANSCOM Directorate of Acquisition (brenda.l.marshall10.civ@mail.mil, 618-817-9385). This RFI does not constitute a Request for Proposal, promise of future solicitation, or government payment obligation.

REQUEST FOR INFORMATION (RFI)

FOR

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

Innovative Autonomous Transportation Capabilities for Global Operations

TRANSCOM26C005

1. RFI Overview

The United States Transportation Command (USTRANSCOM) is issuing this Request for Information (RFI) to conduct market research and identify commercial industry capabilities, innovations, and developmental roadmaps in the field of autonomous transportation.

The Department of War (DoW) is exploring how autonomous and semi-autonomous systems can be leveraged to support future global mobility operations. This RFI seeks information across all modes of transportation (air, land, sea, and multi-modal) for both passenger and cargo movements.

Disclaimer: There is no current requirement for movement associated with this RFI. This is solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not pay for any information or administrative costs incurred in response to this RFI.

2. Background Information

USTRANSCOM conducts globally integrated mobility operations, leading the broader Joint Deployment and Distribution Enterprise (JDDE). Our mission requires the movement of small and large numbers of passengers, as well as all dimensions of cargo (from standard pallets to outsized and oversized equipment), across domestic and international domains.

As autonomous technologies mature, USTRANSCOM seeks to understand how the commercial transportation industry is integrating these capabilities to enhance safety, efficiency, velocity, and global reach.

3. Information Requested

Respondents are encouraged to provide comprehensive overviews of their technologies. To facilitate review, please structure your responses addressing the categories outlined below.

Category Specific Information Sought

Company Profile Organization name, size, primary domain (air, sea, land), and summary of commercial experience with autonomous or semi-autonomous logistics.

Current Autonomous Capabilities

Detailed descriptions of currently fielded autonomous platforms. Include payload capacities (passenger volume or cargo dimensions/weight), operational range, operating environments, and current Technology Readiness Level (TRL).

Developmental Roadmap

Overview of autonomous platforms currently in research and development.

Include projected timelines for fielding, anticipated capabilities, and expected milestones over the next 3 to 10 years.

Scalability & Flexibility

How your autonomous solutions scale from small-scale movements to massive capacity lifts. Detail the system's ability to handle dynamic routing and varying cargo dimensions.

Interoperability Information on how the autonomous platform integrates with existing manual or automated logistics nodes, material handling equipment (MHE), and command/control networks.

Cybersecurity & Resilience

Approach to securing data links, navigation systems, and control mechanisms against cyber threats, spoofing, or electronic interference in contested environments.

Regulatory Navigation

Strategies and current progress regarding domestic and international regulatory compliance (e.g., FAA, IMO, DOT) for unmanned or autonomous operations.

4. Submission Instructions

Concise responses focused on the technical and operational merits of the autonomous systems are appreciated.
