REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
STEVEDORING AND RELATED TERMINAL SERVICES (S&RTS)
AT THE PORT OF ROTA, SPAIN
RFI #TRANSCOM22R007
1. Purpose
This RFI is being issued for informational and planning purposes only. Information gathered will be considered in order to determine the range and scope of Offerors interested in performing this work. The information will also be used to establish whether adequate competition exists. In addition, the information will also help define the requirement and formulate an acquisition strategy that is appropriate for this requirement.
This announcement is not a Request for Proposal/Quote (RFP/RFQ) or solicitation of any kind.
USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.
2. Background
This notice is requesting information on potential Offerors’ capabilities regarding Stevedoring and Related Terminal Services at the Port of Rota, Spain.
This requirement is expected to be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite
Quantity (ID/IQ) contract and is expected to have a five-year ordering period with one six-month extension.
The NAICS for this effort will be 488320, Marine Cargo Handling or 488999, All other Support
Activities for Transportation.
3. Description
To provide Stevedoring and Related Terminal Services (S&RTS) in connection with the import and export of Defense Transportation System (DTS) sponsored cargo. This Performance Work
Statement (PWS) will cover the full spectrum of handling surface moving cargo to include its receipt, disposition, warehousing, storage and processing cargo for simultaneous shipments via multiple surface modes of transportation as designated by the Contracting Officer (CO) or their appointed Contracting Officer’s Representative (COR) and Alternate Contracting Officer
Representative (ACOR). The Contractor shall provide sufficient qualified labor, gear and equipment and materials to satisfy the necessities and full scope of this requirement. The general scope of services includes:
Vessel Loading/Discharging
Cargo Receipt and Disposition
Stuffing/Unstuffing Stripping containers
Cargo Prep/Intra-Terminal Transfer
Cargo Onward Movement
Yard Management
Material Handling Equipment Support
4. White Paper
Interested parties are requested to submit the following information in the format of a White
Paper as outlined below. The White Paper should be concise (no more than 5 pages) and address only the information requested below. This information will support market research activities within USTRANSCOM.
A. Company Information (General)
a) Company Full Name and Address
b) Cage or NCage Code
i. If your company does not have a Cage or NCage Code, will your company be willing to register in System for Award Management (SAM) at sam.gov?
c) Point of Contact Name, position, email address
B. Capabilities: Generally, describe your company’s experience in regard to the subject areas below.
1. Is your company a registered agent with the Port of Rota, Spain?
2. What form of documentation would your company provide that demonstrates authorization to operate at the Port of Rota, Spain?
3. Can your company meet the RO/RO and LO/LO vessel requirements for download and upload of equipment specified in the PWS?
4. Can your company perform wash rack operations or have access to wash rack facilities?
5. If an award was to materialize from this effort, would your company be able to start performance within 15 days of contract award? If not, how many days would your company need after notification of award to start performance?
6. Does your company have experience handling all types of military vehicles, containers and cargo to include HAZMAT and /or explosives?
7. Offerors are required to be registered in SAM at the time a quote is submitted in order to comply with the most current representations and certifications requirement. Is there anything impeding compliance with this requirement?
8. Can your company provide high ops-tempo Longshoring and Warehousing Services including all labor, material, and equipment per all requirements in the PWS at the Port of Rota, Spain.
