About this file

This RFI Terms document outlines the ownership, cost, and confidentiality requirements for the Oregon Secretary of State Archives Division's Invitation To Bid for 500 60-minute audio cassette tapes. All information submitted in response to this RFI becomes the property of the State of Oregon, which receives a non-exclusive, perpetual, irrevocable, royalty-free license to use the submitted materials for evaluation and RFI administration purposes, as well as to fulfill obligations under Oregon Public Records Laws. The bid response deadline is December 5, 2019. Vendors are responsible for all costs associated with preparing and submitting their responses, including materials and any required demonstrations. Information will not be returned to vendors after submission.

Responses to this RFI are subject to public disclosure under Oregon Public Records Law unless specifically identified as exempt. Vendors claiming that portions of their response contain trade secrets under ORS Chapter 192.345(2) or other exempt information must mark each applicable page with the statutory exemption notice. Cost information is generally not considered a trade secret under Oregon Public Records Law. Failure to identify specific exempt portions results in waiver of any future non-disclosure claims for unmarked information. Vendors should consult legal counsel regarding disclosure issues prior to submission.
