About this file
This is a Request for Information (RFI #13-25) issued by the Massachusetts Bay Transportation Authority (MBTA) seeking information from modular and pre-fabricated restroom manufacturers. The MBTA aims to address restroom accessibility challenges for bus operators at terminals by implementing standalone restroom facilities, particularly in suburban areas with limited access. The RFI response deadline is February 14, 2025, at 4:00 PM, with questions due by January 28, 2025. Responses must be submitted through COMMBUYS and should not exceed 7 pages, excluding supplemental materials. The MBTA plans to use responses to determine whether to proceed with a Request for Proposal (RFP) by May 2025.
Respondents must provide detailed information about their facilities' compliance with Massachusetts building, plumbing, and electrical codes, as well as OSHA and ADA requirements. The facilities should accommodate one to four stalls and include secure access via employee badges or P-keys. Vendors must provide information about facility life expectancy, maintenance requirements, weather functionality, necessary site connections, and representative pricing. The RFI also requests information about combination facilities that include both office space and restrooms, with separate pricing for these solutions. No specific budget or funding information is provided in the document.

1. Description or Purpose of Procurement:
The Massachusetts Bay Transportation Authority (MBTA) seeks to engage with modular and pre-fabricated restroom manufacturers and providers to address restroom accessibility challenges for bus operators at terminals with limited or no restroom facilities. Many of these terminals are in suburban areas with few nearby businesses, making standalone restroom facilities a critical necessity for operator comfort and wellbeing.
As part of the MBTA’s Bus Network Redesign, the Bus Transformation Office (BTO) is pursuing capital investments to enhance infrastructure and support changes to bus service. This procurement aims to identify a suite of pre-fabricated and modular restroom solutions that meet the MBTA’s minimum specifications. These facilities must accommodate the unique characteristics and available footprints of various terminal locations and will be integrated into site designs to improve restroom access across the network.
This initiative reflects the MBTA’s commitment to providing essential facilities for bus operators while ensuring a practical, scalable, and efficient approach to network-wide restroom deployment.
