About this file
Request for Information/Budgetary Quote Summary
This is a Request for Information (RFI) and Budgetary Quote issued by Thomas Jefferson National Accelerator Facility (JLab) on July 28, 2026, for magnet coils to be used in the Electron Ion Collider (EIC) at Brookhaven National Laboratory. JLab seeks preliminary cost and schedule information from potential suppliers prior to issuing formal Requests for Proposal. The RFI is designated STek-26-S455088 and covers three categories of magnet coils: Quadrupole and Sextupole coils (nine types ranging from 40 to 100 total units with initial quantities of 4 units for select types), and Corrector magnet coils (three types totaling 420 units with initial quantities of 2 units for two types). Suppliers are requested to provide budgetary cost estimates including NRE and tooling costs for both initial and total quantities, anticipated cost impacts for fiscal years 2027-2028, and customs/duties information for off-shore fabrication.
Suppliers must address scheduling capability and capacity to produce magnet coils within a 12-18 month timeframe, material availability concerns, fabrication timelines for individual and combined production runs, subcontracting plans, percentage of work performed outside the U.S., and recommendations for cost-effective solutions. Interested vendors must register on the JLab Solicitation Bulletin Board, complete company information forms (including business status per NAICS Code 335999 with 600-employee size standard), confirm years of experience, and submit a budgetary Rough Order of Magnitude estimate. Responses are due by 5:00 PM Eastern Standard Time on August 18, 2026, submitted to beaver@jlab.org. JLab emphasizes this RFI does not constitute an order, commitment to pay costs, or formal proposal request, and is for preliminary planning and source identification only.

ESR Quadrupole, Sextupole and Corrector– Request for Information/Budgetary Quote Page 1

Request for Information/Budgetary Quote
EIC Quadrupole Magnet Coils
To All Potential / Interested Suppliers, Thomas Jefferson National Accelerator Facility (referred to as JLab from this point forward) is seeking to gain understanding of possible costs and schedule for different types of Magnets for use in the Electron Ion Collider (EIC) which will be installed at Brookhaven National Laboratory (BNL). The Magnet coils will be procured based on either drawing design or technical specifications. This request for information (RFI) communication is a critical first step in our path to success. Its intent is to bring our industry partners into the loop as early in the process as possible prior to release of any formal requests for proposal(s) (RFP). The RFI process is a tool utilized to gain industry input into the process on the strategy, specifications, and supporting documentation as they get finalized prior to any RFP(s). The RFI package can be found at the following link on the JLab Solicitation Bulletin Board:
https://misportal.jlab.org/ul/Bus_ops/topic_info.cfm?topic_id=10414 *Please register interest to ensure you receive automatic updates to the RFI posting.
Note that all the information provided is in draft approval form only and should be considered preliminary.
Although we have put in significant effort to get these documents to their current status we know there are gaps in the data of this package. It is not intended to be complete at this time. Your input to this RFI could affect the overall planning. Due to the full scope of the effort being contemplated and the complexity of the future RFPs, we believe it is more important to expose you to what we are thinking and the information we have available now and get your input. Our hope is that by doing so it will help you (and us) be better prepared for the formal RFP release in the future.
In addition to the information requested in “EIC Quadrupole Magnet Coil RFI, EIC-NCMAG-RFI-002,” please consider providing the information below:
Note: EIC Magnet Coil RFI supersedes drawing fabrication notes in the event of conflicting fabrication instructions or details.
1. Budgetary cost –
a. Please provide a generalized budgetary estimate for each type of magnet coil at quantities defined in the tables below. Some coils shall have an initial quantity, so please provide a budgetary cost for the initial quantity.
Please include estimates for NRE and tooling costs.

b. What cost impacts do you foresee over the next several years (FY27 to FY28) regarding magnet coil fabrications?
c. If magnet coils are to be fabricated outside of the U.S, please provide customs/duties information regarding a percentage of what to expect.
2. Schedule –
a. Can your company work on all magnet coil types discussed herein?
b. Does your company prefer to only fabricate certain types?
c. Does your company foresee any issues with obtaining the necessary materials to perform the fabrications? If so, what issues do you anticipate?
d. Can your company produce the number of magnet coils in the listed timeframes? (12-18 Months)
e. Please provide fabrication timelines for each magnet coil. The timelines should be based on them being produced individually and all quantities being produced together. Our goal is to establish the most likely fabrication timeline and the longest likely fabrication timeline.
3. External contractors needed for fabrication and/or testing
a. Please tell us if you plan to subcontract out major activities and provide an idea of who/what type of company/companies you would use.
4. Recommendations that may allow more cost effective and efficient solutions but still meet performance requirements.
5. Percentage of overall work/effort you would expect to be performed outside of U.S, if any. This information is required to estimate vendor visits and inspection costs.
6. Any additional general thoughts or ideas not covered by the above questions.
We realize this is a lot of information to ask at this point. We are open to all information you can and care to provide at this point. I would appreciate it if you can provide responses by August 14, 2026. Furthermore, I ask that you register your interest at the website link identified earlier in this letter to help us identify sources, contact info, and overall interest levels.
