This is a Request for Information (RFI) and Sources Sought Synopsis on behalf of the Office of the Comptroller of the Currency (OCC). This is not a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the Government to procure any services, nor is it the intent of the OCC to award a contract based on this RFI or otherwise pay for the information sought. The Government is seeking responses to this RFI from all interested businesses capable of providing services to meet the requirement. Small businesses, in all socioeconomic categories including: 8(a) business development programs, HUBZone, service-disabled veteran-owned small business (SDVOSB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), and small disadvantaged business (SDB) are highly encouraged to identify capabilities in meeting the requirements.
The OCC has a requirement for experienced and qualified contractor to underwrite and administer its Short Term Disability (STD) and Long Term Disability (LTD) insurance programs for its employees as well as the employees of the Office of Financial Research (OFR). The contractor shall administer these programs from an integrated disability management approach to ease the transition from STD to LTD. This integrated approach should enhance employees’ overall experience that aids in the return-to-work efforts, vocational rehabilitation, claim filing process, and early social security notice. Federal employees are ineligible for state disability benefits. Both STD and LTD are fully insured plans. The potential requirement is further defined in the attached Statement of Work (SOW).
This notice is issued solely for information and planning purposes – it does not constitute a request for quotation (RFQ), invitation for bid (IFB), request for proposal (RFP), or a promise to issue one in the future. This notice does not commit the OCC to contract for any supply or service. Further, the OCC is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this RFI. The OCC will not pay for any information or administrative costs incurred in response to this RFI. Submittals will not be returned to the responder.
Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if one is issued.
The anticipated North American Industry Classification System (NAICS) code is: 524113 – Direct Life Insurance Carriers, with a small business size standard of $47M.
In response to this RFI, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Is your firm a broker or an insurance company?
3. Identify whether your firm is interested in competing for this requirement as a prime contractor. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
4. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
5. Please identify any discrepancies between the contractor’s filed contract language, provisions and exclusions and the language in the statement of work and the OCC’s current plan provisions and exclusions. (The current certificates of insurance are attachments to the RFI).
6. Is there a capability to set up a separate claims structure for the OCC employees and OFR employees? If so, please describe the process in terms of any requirements during the claim filing process.
7. For STD/LTD, the contractor shall handle all tasks related to tax reporting. This includes the preparation and distribution of proper tax filing documents, e.g., 1099 and W-2 for each claimant for paid benefits per the plan. What is your reporting process and responsibility for the taxation of disability benefits?
8. Is there a minimum participation requirement for the voluntary STD benefit?
9. Identify any third-party vendors and outline the role of the third-party vendor in the STD/LTD administration process.
10. Do you offer portability and conversion options for STD/LTD? If so, please describe your process.
11. Is your firm FISMA, FedRAMP, and NIST certified? If so, what level certification does your firm hold for each, i.e., low, medium, high?
12. Given a complete solicitation, what would be the minimum time the business concern would reasonably require in preparing a proposal for a competition?
13. Considering answers to the previous questions and the OCC’s intent to release a competitive solicitation, would the business concern likely respond to a solicitation?
14. Provide at least three examples from past performance projects similar in size, scope and complexity (examples can include Government and commercial projects) to the information contained in the RFI and include the following:
· Contract number
· Contract name
· Customer name

No solicitation mailing list will be compiled. Capability packages must not exceed ten (10) pages. The OCC has made no decisions yet on strategies such as small business set-aside status of the requirement or venue for procurement (e.g., GSA schedule, open market); therefore, OCC will not answer questions asked by respondents regarding these topics.
