The scope focuses on developing, enhancing, and sustaining a comprehensive cloud-based Data and Analytics environment to support the Navy's Science and Technology portfolio. Core capabilities of interest include Data Science and Machine Learning, Business Intelligence, Cloud Infrastructure Management (AWS/Azure), Application Development and Modernization, Agile/DevSecOps methodologies, data visualization, and specialized S&T analysis such as bibliometrics and technology landscape assessments. Respondents must submit a Capabilities Statement not exceeding 10 pages addressing seven parts: Business Information (ROM and existing contract vehicles), Corporate Information and Experience (relevant projects and company identifiers), Technical Capabilities (analytics, S&T analysis, DevSecOps, application modernization, cloud/data engineering, required tooling, and innovative technologies), Staffing and PWS Feedback (labor mix and clarity issues), Security (DD Form 254 processes and facility clearance status), Commerciality (commercial service offerings), and Compliance (SAM registration, FAPIIS, VETS-4212, NIST SP 800-171, and CMMC requirements). Responses must be submitted via email to Michael Lemon (Contract Specialist) and Alejandro Moreno (Contracting Officer) no later than 12:00 pm EST on February 6, 2026. This is an RFI only; responses are not offers and do not guarantee future contract opportunities.

N00014-26-RFI-7011
This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources and obtaining market research information. It does not constitute a Request for Proposal (RFP), or an indication that the Government will contract any of the items and/or services discussed in this notice. In accordance with Federal Acquisition Regulation (FAR) 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Contractors responding to this request are advised that participation does NOT ensure opportunities for future solicitations or contract awards. Any formal solicitation that may subsequently be issued will be announced separately through SAM.gov. It is the responsibility of any potential Contractor to monitor SAM.gov for additional information pertaining to this topic.
Information on specific topics of interest is provided in the following sections of this announcement. Information in the RFI is in draft form only and is subject to change in the future. Capability Statements, comments, or responses to this SS/RFI, are not to be construed as offers and any input received is not binding on the Government or this potential future requirement. The Government will NOT reimburse any Contractor or individual for any expenses associated with preparation or participation in this Request for Information.
This Sources Sought/RFI is issued for the purpose of assessing Small Business capabilities and determining any IT contract vehicles including, but not limited to, General Services Administration (GSA) 8(a) STARS III/ VETS 2/ Polaris, NASA's Solutions for Enterprise-Wide Procurement (SEWP), and the Army's Computer Hardware, Enterprise Software and Solutions (CHESS), in which capable small businesses have current contracts. Small Business firms having the capabilities to perform the tasking described in this Sources Sought/RFI are encouraged to respond.
Organizational Conflict of Interest
ONR has determined that an actual or potential organizational conflict of interest (OCI) exists when a Contractor (including its parent, subsidiaries, and affiliates) performs both systems engineering and technical assistance (SETA) or other support services and Research and Development (R&D) work. Such situations give rise to OCIs or potential OCIs based on impaired objectivity, biased ground rules, and unequal access to information. ONR prefers that companies avoid such situations altogether by choosing to do only one type of work for ONR. See ONR's Statement of Policy on OCIs, which can be found under Compliance and Protections at the following address: https://www.onr.navy.mil/About-ONR/compliance-protections/Organizational-Conflicts-Interest
1. Requirement
The contractor will be tasked to accomplish the work as specified in the Draft Performance Work Statement (PWS) contained in Attachment 1 – PWS.
A. The Office of Naval Research (ONR) is issuing this Sources Sought/RFI for determining Small Business capabilities and is soliciting information from potential sources to provide Information Technology (IT) and Data Analytics support services for the Office of Naval Research (ONR) Comptroller's Office (Code 08).
