About this file
This is a Performance Work Statement (PWS) for Information Technology (IT) Support Services supporting the Office of Naval Research (ONR) Comptroller's Office (Code 08) and the ONR Data & Analytics (D&A) Division. The PWS establishes the scope of work to develop and enhance a comprehensive, cloud-based data and analytics environment that empowers strategic decision-making through analytical products delivered via the Data and Analytics Portal (DAP). Key service areas include data science methodologies and business intelligence solutions; cloud-based infrastructure development and maintenance; website and system design, development, and maintenance; and data integration from government, academic, and public sources. The Contractor must design and maintain a FedRAMP-authorized cloud environment (e.g., AWS GovCloud) capable of processing Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and mission-critical data up to Impact Level 5 (IL5), while ensuring compliance with DoD cybersecurity and data protection policies.
The work is organized into three primary technical tasks: Project Management (maintaining Project Management Plans, Integrated Master Schedules, Quality Control Plans, and compliance with Contract Data Requirements Lists); Technical Expertise (solution evaluation and innovation, data and analytics operations, development of analytic tools and visualizations, technical documentation, and continuous improvement); and Technical Infrastructure (cloud and web-based systems support, backend services and APIs, Assessment and Authorization activities, and user interface accessibility). The PWS specifies a notional staffing model of 11 Full-Time Equivalents (FTE) totaling 20,680 hours, including one Technical Project Manager, four Full Stack Developers, one Data Architect, one S&T Data Analyst, one Data Scientist, one Cloud Infrastructure/DevSecOps/Solutions Architecture specialist, one Data Engineer, and one Business Intelligence Developer/Data Visualization Specialist. All personnel must be U.S. citizens with active Secret security clearances (minimum two-year validity), appropriate DoD 8570.01-M or DoD 8140.03 certifications for Information Assurance roles, and relevant experience in federal IT services, cloud development, data engineering, and analytics. The Government explicitly seeks feedback on the proposed staffing plan and encourages alternative staffing models and labor categories from respondents.
